It is the intention of these Specifications and Plans to provide improvements to Blackwell Park in the Township of Raritan. The proposed work generally includes site clearing, grading, installation of new pickleball courts, asphalt and concrete improvements, and other various park-related improvements. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or any authorized postponement thereof. Bids received after time and date designated shall not be considered. No bidder may withdraw a bid for a period of ninety (90) days after the actual date of the opening thereof. CONTRACT: The successful bidder shall, within ten (10) days after official acceptance by the Mayor and Township Committee of the Township of Raritan of his bid, execute a contract and deliver same to the Municipal Clerk. Failure to do so will be considered as an abandonment of the contract. The form of contract will be furnished to the successful bidder by the Township Solicitor. BID SECURITY: Must be in the form of a certified treasurer's or cashier's check or bid bond in the amount of 10%of the bid amount, not to exceed $20,000 nor shall be less than $500.00, is required and should be made payable to Township of Raritan. A Consent Surety Statement and Certification must be submitted. A Certificate of Authority issued by the New Jersey Department of Banking and Insurance must be submitted. The New Jersey Prevailing Wage Rates shall be made a part of every contract for the performance of the described work where applicable The owner reserves the right to reject any or all bids and to accept the bid which best appears to be intheir best interest. The owner also reserves the right to consider any proposal invalid which considers furnishing said items which do not conform strictly with that specified. If a nonconforming proposal is not discovered at thetime of the bid opening, the owner reserves the right to reject said proposal at any time prior to execution of the contracts by them. The payment for contract documents is non-refundable. The successful bidder shall supply all labor, materials and equipment required to complete the work as set forth in the general provisions of the contract, including General and Supplementary Conditions and Technical Specifications.
