A Payment Bond, in such a form as prescribed in the Instructions to Bidders and acceptable to the Awarding Authority, will be made part of the Contract with the General Contractor who shall be awarded this Bid. All bonds must be drawn for Fifty Percent (50%) of the Total Contract Price. BID SECURITY: All bids must be accompanied by a bid security in the form of a certified, treasurer’s or cashier’s check, drawn upon a responsible bank, or a bid bond, each in the amount of five percent (5%) of the total bid price, payable to the Town of Bedford. BONDS: A Payment Bond, in such a form as prescribed in the Instructions to Bidders and acceptable to the Awarding Authority, will be made part of the Contract with the General Contractor who shall be awarded this Bid. All bonds must be drawn for Fifty Percent (50%) of the Total Contract Price. All questions by prospective bidders as to the interpretation of the Instruction to Bidders, form of contract, plans, specifications, or any other matter pertaining to this solicitation must be submitted in writing to the Director of Facilities, Town of Bedford, and must be in his possession no later than 12:00 Noon on November 17, 2025. SCOPE OF WORK: Replacement of in-ground hydraulic Elevator assembly for elevator # 24-9-178 at the Bedford Public Library 7 Mudge Way Bedford MA 1. General and administrative requirements o Bidder qualifications: Bidders must be licensed elevator contractors with demonstrated experience in hydraulic jack replacement projects. Bid packages should include a company profile, references, and proof of licensing. o Permits: The successful bidder is responsible for obtaining and covering the cost of all necessary permits from the Authority Having Jurisdiction (AHJ). The contractor must also schedule inspections. o Insurance and bonds: A bid bond (typically 5%) is required with the submission, and the selected contractor must provide a 100% payment bond. Insurance requirements, such as commercial general liability and workers' compensation, must be met and certified. o Pricing: Bids must specify firm, fixed pricing for the duration of the contract. Prices should include all labor, materials, equipment, permits, and a one-year warranty. o Submittals: Contractors must submit technical drawings, product data sheets for the new jack assembly, safety certifications, and a detailed project schedule. o Warranty: The new jack and installation must be warrantied for a minimum of 12 months, including all parts, repairs, and labor. Regular biweekly examinations (approx. 26 inspections) are often required during the warranty period. 2. Scope of work and technical specifications o ASME A17.1 compliance: The replacement jack unit and all associated work must conform to the latest revision of the ASME A17.1 safety code for elevators. o Jack assembly: The scope includes the complete removal and disposal of the existing inground jack assembly, cylinder, and piston. A new, double-bottom jack assembly must be installed to prevent catastrophic failure from corrosion. o Bore hole: If the existing hole collapses or is unsuitable, the contractor is responsible for redrilling the hole. o Corrosion protection: The new cylinder must be installed within a sealed PVC liner to prevent corrosion from groundwater. An electronic leak monitoring system is required to detect liquid in the casing and shut down the elevator if oil is detected. o Piston: The new plunger/piston must be machined from seamless steel tubing, ground and polished to a specific smoothness, and feature a stop ring to prevent it from leaving the cylinder. o Cylinder: The cylinder must be manufactured from steel pipe and pressure-tested at the factory. It should feature a double-bottom design with a welded, forged steel dish cap. o Piping: All hydraulic oil lines connecting the machine room to the jack assembly must be replaced. An approved pipe rupture valve (overspeed valve) must be installed in the pit, along with other necessary shutoff valves. o Fluid: The existing hydraulic fluid must be properly contained, removed, and recycled. New, recommended hydraulic fluid, such as ISO VG 32 turbine oil, must be provided. o Associated work: The bid should include all necessary demolition, excavation, backfilling, and patching. The contractor must also install new pit equipment, such as pit channels and buffers, and adjust the elevator valve for proper operation.
