The scope of work is to provide preventive maintenance and emergency support services for Uninterruptible Power Supply (UPS) systems at Edith Nourse Rogers Memorial Veterans Hospital. The contractor shall perform two preventive maintenance visits per contract year for UPS systems located in Building 3 and Building 61, scheduled six months apart: one semi-annual and one annual service. Semi-annual service includes visual inspection of internal sub-assemblies, wiring, contactors, cables, and major components; temperature checks; cleaning or replacing air filters; inspecting modules for discoloration, swelling, or leakage; verifying fan operation; recording meter readings; measuring input/output voltages and currents; reviewing alarm logs; verifying remote panel operation; and performing functional system tests upon approval. Annual service includes all semi-annual tasks plus operational testing, battery discharge, calibration of electronics, and cleaning of unit interiors and exteriors. The contractor shall provide 24-hour technical support, emergency services within 8 hours or sooner, and 50 hours of onsite service annually. Separate cost line items are required for preventive maintenance visits, technical support, and parts, repairs, and battery replacements, with an initial $20,000 allowance for parts. Emergency labor rates for normal hours, after-hours, weekends, and holidays must be included. All work must comply with VA standards, Massachusetts building codes, VA SOPs, and safety regulations. The contractor is responsible for obtaining necessary approvals, coordinating utility shutdowns, restoring any damaged utilities, and ensuring compliance with VA security and safety requirements. Employees must have VA-issued badges, follow site rules, and report incidents promptly. Photography is prohibited without authorization. Contractors must legally dispose of waste, protect surfaces, and comply with Interim Life Safety Measures and Infection Control Risk Assessment. Work must be coordinated with the COR, and all changes require prior written approval. A one-year warranty on work and parts is required after final acceptance.
