Site work and paving for a mixed-use development in Bedford, Virginia. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and water / sewer project.
Sealed bids from certified Small Business Concerns only will be accepted for the Blue Ridge Parkway, Project VA NP BLRI 1K1, Solicitation Number 693C73-26-B-000004, located in Bedford County, Virginia. The project consists of pavement rehabilitation from MP 86 to MP 89 along the Blue Ridge Parkway. The work includes full depth reclamation, drainage improvement, signage and other miscellaneous work. The project will be split into multiple work schedules/contract options, with the cost of the entire project expected to fall within the price range of $4,000,000 to $7,000,000. Bid documents should be issued on or about November 20, 2025. Bid due date and location will be specified on the SF 1442, Block 13a of the Solicitation. All documents can be directly downloaded from this website. Solicitation documents will not be mailed. IMPORTANT SAM REGISTRATION AND PAYMENT REQUIREMENTS In accordance with Federal Acquisition Regulation (FAR) 52.204-7 (DEVIATION SEP 2025), prospective contractors shall have an active Federal Government contracts registration in the System for Award Management (SAM) when submitting an offer in response to this solicitation and at the time of award. To register in SAM, go to https://www.sam.gov. Annual contractor representations and certifications must be completed online at https://www.sam.gov. Also, FAR 52.232-33 requires SAM registration for payment. The required annual Form VETS-4212 must also be completed online at http://www.dol.gov/vets/vets4212.htm per FAR 52.222-37. PLEASE NOTE For security reasons, individuals requiring access to all government buildings must present a valid photo ID and be escorted to their destination by a Government employee. All visitors attending bid openings are urged to arrive at least 1 hour prior to a scheduled bid opening. All visitors must sign in at the main entrance of the Quantum Park facility and wait to be escorted by a Government employee to Eastern Federal Lands Highway Division (EFLHD) in Suite 200. Visitors must then register with the EFLHD Receptionist. A Government employee will collect all bids. Prior to the bid opening, a Government employee will escort all bidders to the bid opening. Unescorted visitors will be denied entry and no exceptions will be made. Bidders are encouraged to submit bids electronically per the instructions provided in the solicitation. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The purpose of the project is to provide improved pavement conditions and a renewed life cycle within the stated project limits. Poor drainage conditions have caused water to collect near the edge of the existing pavement, contributing to the decline of the pavement conditions in this section of the parkway. Proposed work includes: *Pavement reclamation (8-inch depth) with two asphalt pavement lifts. *Shoulder grading along roadway (as needed). *Cleaning and restoration of existing drainage features (as needed). *Asphalt waterway reconditioning. *Pipe and headwall replacements (where necessary). *Replacement of the existing pavement markings and MUTCD signage. Environmental Commitments and Mitigation Measures The following Conservation Measures will be implemented to protect bat species: 1) Tree trimming or tree removal will be limited to the greatest extent practicable, and only that which is necessary to complete the project safely. 2) Any tree trimming or tree removal will occur during the inactive season, from November 15 through March 31. 3) Temporary lighting that may needed for the project shall be directed away from suitable habitat (e.g., don't shine the light into the trees, only where work is occurring).) Project materials, vehicles, and equipment staging will not be sited in, or near, sensitive resource areas, including known archaeological resources. If previously unknown archeological resources are discovered during construction, all work in the immediate vicinity (600 feet) of the discovery shall be halted until the resources are identified and documented and an appropriate mitigation strategy developed, if necessary, in accordance with pertinent laws and regulations, including the stipulations of the National Park Service (U.S. Department of the Interior) 2008 Programmatic Agreement Please send all questions concerning construction projects to eflhd.contracts@dot.gov.
