Site work and new construction of a clubhouse / community center in Boyne City, Michigan. Completed plans call for the construction of a one-story above grade clubhouse / community center.

Professional architectural and engineering services are requested for a Phase 100 Study and Phase 300 Schematic Design of several mass-timber cabins to be located in Burt Lake State Park and Young State Park. The goal is to create mass-timber cabins as demonstration showpieces and educational tools to showcase advancing mass-timber technology and renewable resources. These cabins could serve as prototypes for possible replication in other state parks and may influence future DNR infrastructure projects. This request is for Phase 100 Study and Phase 300 Schematic Design only. The selected Professional Services Contractor (PSC) will be the prime contract holder and will manage the project, potentially assembling a team of professional consultants as needed. PSC team members and consultants will not be eligible to submit a bid for construction if they participate in Phases 100 and 300. Upon completion of Phase 300, a separate contract may be issued for a mass-timber manufacturer to participate in future design and construction phases. PROJECT ADDRESS Young State Park, 2280 Boyne City Rd, Boyne City, MI 49712 Burt Lake State Park, 6635 State Park Dr, Indian River, MI 49749 Phase 100 Study The awarded Professional Services Contractor (PSC) will conduct a Phase 100 Study. The Study will focus on two items: 1) mass-timber cabins design, and 2) cabin locations in each state park. 1) Mass-Timber Cabins Design. Mass-timber cabins will offer innovative lodging that supports the DNR's strategic goals and introduces renewable energy into the infrastructure. The cabins will generate revenue and offer educational opportunities. Cabins will house up to 6 people, and will include a kitchen, bathroom(s), sleeping area(s), indoor and outdoor communal space(s). Off-grid cabins will use renewable energy for all electrical needs. Plumbing/Sewer - Fresh-water system and waste-water disposal system should be considered for each cabin where feasible. Cabins will be constructed of mass-timber, using technology and design considerations recognized by the Wood Products Council. Cabins will be year-round use, with capability of being winterized for seasonal use. Furniture will be purchased by DNR. The PSC must include furniture recommendations. Designs must comply with local and state codes, ordinances, and accessibility guidelines. 2) Cabin Locations. The PSC must determine feasibility of DNR's preferred cabin locations in each state park and recommend locations that are optimal for hosting off-grid cabins and plugged-in cabins. The cabins should be in highly desirable locations and should be located to take full advantage of the benefits of the natural environment. The Study should include considerations for soil conditions, required utilities and/or use of renewableenergy, proximity to restrooms, vehicular access, parking requirements, accessibility, ease of maintenance, group teaching/observation areas, space limitations, budget restrictions, views, etc. Site design must comply with local and state codes, ordinances, and accessibility guidelines. The PSC's design must meet DNR's budget. Phase 300 Schematic Design Upon DNR acceptance of the Phase 100 recommendations for location and design, the PSC will proceed into Phase 300 Schematic Design. The PSC will develop two different schematic design options for a plugged in mass-timber cabin and two different schematic design options for an off-grid mass-timber cabin. A third, final design option for each plugged-in and off-grid cabin will be adjusted and refined based on DNR feedback of the designs presented in the first two options of each cabin. Both final cabin schematic designs must address the items below 1) as a "prototype" without regard to site-specific criteria, and also 2) with regard to site-specific criteria for each cabin within each park. Master plan with configuration of the cabin and amenities, circulation, utilities, accessibility, etc. Infrastructure tie-ins to existing and new systems Building infrastructure, plumbing and renewable-energy system schematic layouts Surrounding landscaping Connections to existing and proposed parking, existing restrooms and amenities Accessibility Design impacts from site-specific existing natural conditions Opinion of construction cost Budgets for operational costs, including seasonal opening/closing, maintenance, park labor, energy and water usage, monitoring, etc. Wood carbon footprint calculations of each cabin prototype.
