Pender County is seeking Statements of Qualifications from qualified design-build teams to provide professional design and construction services for a fleet garage in Rocky Point, North Carolina. The selected firm will be responsible for architectural and engineering services, schematic design, design development, obtaining all applicable permits and approvals, construction, and construction administration. The facility will serve both Pender County and Pender County Schools and is intended to accommodate approximately 150 regular fleet vehicles and 250 emergency vehicles including law enforcement, EMS, marine operations, fire apparatus, as well as school buses and maintenance vehicles. Key facility features include a minimum 25-foot ceiling for ladder apparatus, approximately 15 drive-through bays sized for large emergency vehicles, a wash bay, parts rooms, outdoor tire storage, driveway and parking for large apparatus, space for a staff shower for decontamination, exhaust system in bay, vehicle lifts to serve fleet and ambulances, and offices for administrative and supervisory staff. The firm will need to maximize both the usage per square foot and fiscal investment while aligning with current and future needs, considering county demographics and community input. Experience with stringent funding sources and extensive analysis is required. Existing facilities are to remain operational until project completion. The delivery method will be Design-Build, utilizing a single contract with a lead Design-Builder responsible for all aspects of the project, including design and construction services, meeting all project requirements, timelines, and budgets. The Design-Builder must manage and coordinate all professionals, contractors, and suppliers, develop an overall project schedule as a contractual obligation, and ensure safety and cost-effectiveness throughout the project.
