The scope of work consists of all related site construction work associated with the installation of a water treatment facility for removal of PFAS at the Arrow Road Treatment Facility located within the Borough of Ramsey. The work includes: construction of a new PFAS treatment building including foundation excavation and construction, electrical and instrumentation work, HVAC equipment work, and furnishing and installation of PFAS treatment system equipment; excavation and installation of underground piping and conduit; construction of site improvements; and all other incidental work associated with the construction of the PFAS water treatment facility as shown on the Contract Drawings and indicated in the Contract Specifications. Instructions to bidders include preparing proposals on prescribed forms furnished with the Specifications. Each proposal must be accompanied by a Certified or Cashier's Check or a Bid Bond in the sum of ten percent of the amount bid (not to exceed $20,000), made payable to the Board of Public Works, Borough of Ramsey. Proposals from corporations not chartered in New Jersey must include a certificate that the corporation is authorized to do business in New Jersey. The successful Bidder will be required to furnish a Performance Bond and a Payment Bond, each in the full amount of the contract. Additional requirements include compliance with the State of New Jersey Affirmative Action Program, submission of a Business Registration Certificate, disclosure of stockholders owning ten percent or more, and payment of prevailing wage rates. The contract includes funding and participation requirements for small business enterprises owned and controlled by socially and economically disadvantaged individuals, with a 10 percent utilization goal for such enterprises. All bids must comply with provisions related to unrestricted bidding and fulfillment of SED utilization requirements by subcontracting portions of the work to eligible SEDs.
