Sealed bids are sought for the "Town of Morristown Solid Waste and Recycling Collection Service, Five-Year Contract." Bidders must use the prepared bid forms and submit their bids in a sealed envelope marked accordingly. Bids must be accompanied by a bid guarantee in the form of a certified check, bid bond, or cashier's check in the amount of ten percent (10%) of the total amount bid (not to exceed $20,000), along with a "Consent of Surety" from a surety company authorized to do business in New Jersey. Bidders and any subcontractors must submit a Business Registration Certificate and must be registered pursuant to the Public Works Contractor Registration Act (PWCRA) at the time of bid submission. The successful bidder is required to execute the contract and file a bond within ten days after the award, and submit any necessary documentation. The bids must be clear, unqualified, and signed by a duly authorized person. Bidders are also required to comply with requirements related to non-discrimination, affirmative action, and corporate ownership disclosure. Failure to follow the instructions exactly may render a bid non-responsive. The right to reject any or all bids and to waive informality is reserved if it is not detrimental to the Town's interests. The contractor must ensure non-discrimination and provide opportunities for training and employment to lower-income residents where possible, and preference may be given to businesses owned by area residents.
