Dog Park Maintenance for Commissioner Precinct One. Question Deadline 11/18/2025 at 2:00 PM CT Questions Online Portal end twelve (12) months thereafter or until all services ordered prior to the expiration date have been satisfactorily delivered and accepted or performed satisfactorily for the using department Harris County may consider four (4) one-year renewal options, renewable one (1) year at a time, based upon the same terms, conditions and pricing as the original year. Harris County reserves the right to rebid at any time as it is in its best interest and is not automatically bound to renew. Harris County is seeking bids from qualified vendors to provide maintenance and related services at Danny Jackson and Gene Green Dog Parks for Harris County Commissioner Precinct 1 as described herein. The term shall begin on or about December 1, 2025, and end twelve (12) months thereafter or until all services ordered prior to the expiration date have been satisfactorily delivered and accepted or performed satisfactorily for the using department. Locations: Danny Jackson Family Bark Park 4828 1/2 Loop Central Dr.Houston, TX 77087 Gene Green All Inclusive Park 6500 E Sam Houston Pkwy N Houston, TX 77049 Performance Standards: o Biweekly (2x per week) general cleaning and maintenance during spring, summer, and fall; weekly (1x per week) during winter. o Water must remain clear and free of visible debris after each service. o Dog ponds will maintain pH between 6.5 and 8.0 and chlorine levels between 1.0 and 3.0 ppm. o Pond surfaces must be free of algae buildup, sludge, and odor. o Surface bowls, fountains, and drinking stations must be sanitized and rinsed thoroughly after cleaning. o Trash, waste, and debris must be removed from grounds at the conclusion of each visit as specified herein. All services must be logged and available for County review. Services include, but are not limited to: a. Pond Maintenance and Cleaning Tasks: o Skim and remove floating debris. o Brush and scrub pond walls and floors to prevent algae and biofilm. o Remove sediment, sludge, and organic buildup. o Verify water clarity and odor-free condition. o Confirm pumps and circulation systems are fully operational. b. Draining and Refilling of Dog Ponds - Conducted when water quality fails to meet standards or at County's request. c. Surface Bowl Cleaning and Sanitation - Bowls shall be free of debris, odor, and biofilm after each cleaning. d. Debris and Trash Removal - All pond areas shall be clear of litter, organic debris, and dog waste at the conclusion of service. e. Fresh Water Refills - Ensure continuous access to fresh, clean water in ponds, bowls, and fountains. f. Water Quality Testing - Perform pH and chlorine testing during each visit, log readings. g. Chemical Adjustments - Apply chemicals to maintain required water quality parameters. h. Pressure Washing - Surfaces around ponds shall be pressure washed to remove algae, dirt, and buildup; areas must be safe and slip-resistant after cleaning. i. Equipment Inspection - Pumps, filtration units, and controls must be fully functional. Report issues immediately. j. Fencing and Gate Inspections - Gates and fencing must remain safe, functional, and free of hazards. k. Service Call Response - Vendor must respond within 48 hours of request (including County holidays and weekends). l. Vendor shall be responsible for removal and disposal of both organic and inorganic waste and debris. Organic waste and debris may include, but not be limited to, downed trees or limbs, yard trimmings and drifts, and pet waste and feces. Inorganic debris may include, but not be limited to, plastic/paper cups, pet accessories and toys, used waste bags, and other personal and pet related waste (If illegal dumping or debris or material has occurred at a location, the County notification.
