The Centerton Waterworks and Sewer Commission is soliciting Requests for Qualified Professional Services for analysis of the Commission's Wastewater Treatment Options that will allow the development of a long-range plan for the Utility to provide sustainable management and development of sewer infrastructure over the next 30 years. This Analysis will evaluate the following wastewater treatment options; 1. Sending all Centerton wastewater flow to the City of Decatur WWTP 2. Splitting wastewater flow between both the City of Decatur WWTP and the Northwest Arkansas Conservation Authority (NACA) WWTP 3. A corollary analysis alternative that analyzes the potential impact of the future creation of a regional wastewater treatment authority for the Spavinaw Creek Drainage Basin sited in Decatur that would receive all of Centerton's Wastewater flow and allow for the acceptance of additional flow from surrounding areas in the drainage basin. The analysis should identify physical constraints of connecting to each alternative, evaluate the maximum allowable discharge rate of wastewater to the receiving stream of each alternative, financial obligations and operations and maintenance costs for each alternative, regulatory compliance needs, and future service demands driven by population growth, land use changes, and climate variability. The analysis will outline capital improvements, suggested maintenance strategies, and potential funding mechanisms required to ensure reliable, efficient, and environmentally responsible utility services. Stakeholder engagement, risk assessment, and integration of emerging technologies will be central to the analysis and planning process, supporting the Commission's mission to protect public health and water resources while maintaining fiscal accountability.
