Tropical Texas Behavioral Health (TTBH) (Center) is a community health center established under Article 534, Texas Health and Safety Code, V.T.C.A., and is operated through a nine-person Board of Trustees. The Center does not pay Texas sales and /or use taxes and such taxes may not be passed on as a cost to the Center. The Center has offices in Hidalgo and Cameron Counties. TTBH is exempt from Texas sales and use taxes; such taxes may not be passed on as a cost to the Center. TTBH is seeking proposals from qualified flooring contractors to provide all labor, materials, supervision, and installation services for the replacement of existing flooring at the Weslaco Conference Center, located at 2215 W. Business 83, Weslaco, TX 78596. The project includes installing ceramic tile in the lobby and carpet tiles in the conference rooms. The scope of work will include, but is not limited to: 1. Services Required: o Demolition and Surface Preparation at Conference Rooms and Lobby o Remove and dispose of existing carpet tile and adhesive from tile and carpet areas. o Remove and dispose of existing cove base. o Prepare concrete subfloor as necessary, including application of chemicals and/or other leveling compounds prior to new flooring installation. o Tile Supply and Installation at Conference Center Lobby o Supply and install Dal-Tile HaddonStone Atlas 12"x24" Vein Cut Matte porcelain tile. No exceptions on finishes. o Include floor preparation, thinset type, thinset application, and installation of tiles as per Manufacturer's recommendations of product. o Interested Bidder to field verify all dimensions and square footages. o Grout and finish tile according to Manufacturer specifications. Owner to select and confirm color. o Carpet Supply and Installation at Conference Rooms o Supply and install Mannington Modular Carpet - Patchwork Panache Mend HandCraft Vibe #13306 (12"x36"). No exceptions on finishes. o Interested Bidder to field verify all dimensions and square footages. o Perform floor preparation as needed, including glue removal, cleaning, preparation and surface leveling. o Carpet Adhesive used as per Manufacturer's recommendation in order to insure warranties. o Cove Base Installation o Supply and install 4" Burke Mercer Co-Base. Standard options, Owner to confirm on color. o Interested Bidder to field verify all dimensions and square footages. o Include removal and disposal of existing cove base. o Cove Base Adhesive used as per Manufacturer's recommendation in order to insure warranties. o Contractor Responsibilities o Furnish all tools, equipment, all materials, and labor required for the complete installation. o Maintain a clean and safe work environment throughout the project. o Dispose of all waste and debris in accordance with local regulations. o Coordinate with onsite personnel to minimize disruptions o Ensure installation meets or exceeds manufacturer warranty requirements. o Plan for a start date that aligns with the scheduled holiday and confirm with assigned Tropical Texas Staff . o Contractor responsible to damages to walls, windows, doors, landscaping, and all other facility items created during the installation process This is a Capital Improvement Project for FY26, designated as a high-visibility, high-traffic facility priority. TTBH has prepared a request for proposals on Weslaco Conference Center Carpet & Tile Replacement Project that include selection criteria, scope of work, form of general conditions, and other information that interested parties will be required to respond to in their sealed proposals.
