The Town of Miami Lakes (the "Town") will be accepting sealed Bids from qualified firms to provide concrete work for amenities at mini parks & miscellaneous services ('Services"). The Town is seeking an experienced contractor with the right combination of price, qualifications, and experience to help ensure that the Town will have a contractor who can perform the Services on time, within budget and according to the plans and specifications, with a minimum of issues and change orders. The Project shall consist of, but not be limited to, furnishing all labor, materials, equipment, tools, transportation, and supervision necessary to construct, replace, and repair concrete improvements, as well as perform related miscellaneous services, at parks and recreational facilities within the Town of Miami Lakes, on an as-needed basis and as directed by the Town. The Work shall include, but not be limited to, the following: o Amenity Pads: o Bench Pads: Construct and/or replace new 6" thick rectangular concrete pads, 11 feet by 5 feet, for installation of park benches. Pads shall be installed adjacent to existing walkways. o Trash Receptacle Pads: Construct and/or replace new 6" thick square concrete pads, 3 feet by 3 feet, for installation of trash receptacles. Pads shall be installed adjacent to existing walkways at a maximum distance of ten (10) feet from benches o General Concrete Requirements: o All concrete shall be poured to the specified thickness, reinforced as detailed, and constructed to be flush with surrounding grade and adjacent improvements. o Slopes shall conform to ADA and applicable design standards, generally between one percent (1%) and two percent (2%), unless otherwise directed by the Town. o Contractorshallsubmit certified/sealed drawingsfor constructed orrepaired concrete pads, sidewalks, curbs, and specialty installations when requested by the Town. All Work must be performed in accordance with the Florida Building Code, Town of Miami Lakes standards, Miami-Dade County regulations, ADA requirements, and Florida Department of Transportation specifications Question Deadline 11/28/2025 Any questions concerning the substance of this or any other solicitation advertised by the Town must be submitted in writing to procurement@miamilakes-fl.gov while the Cone of Silence is in effect. No other communications, oral or otherwise, will be accepted. Failure to comply with the Cone of Silence may result in the rejection of a Submittal. For additional information concerning the Cone of Silence please refer to Section 2-11.1 of Miami-Dade County Code. Written questions must be received no less than ten (10) days prior to bid opening. Only questions answered by written addenda will be binding. Verbal interpretation or clarifications will be without legal effect. Minimum Requirements to Submit a Response: To be eligible for award of these services, bidders must: 1. Possess a minimum of two (2) years of demonstrated experience performing concrete construction, repair, and related miscellaneous services for parks, recreational facilities, or similar public works projects; 2. Must have successfully completed at least three (3) projects of similar scope and value within the last three (3) years, including work such as concrete sidewalks, amenity pads, playground curbs, orrelated park infrastructure improvements; and 3. Possess all licenses, certifications, and permits required by the State of Florida, Miami-Dade County, and the Town of Miami Lakes to perform the Work, including but not limited to a valid business license and any tradespecific certifications applicable to concrete construction and related services. The Town will consider a Bid as responsive where a Bidder has less than the stipulated minimum number of years of experience solely where the Bidder has undergone a name change and such change of name has been filed with the State of Florida. The Town reserves the right to reject any and all Bids, with or without cause, to waive technical errors and informalities, or to cancel or re-issue this solicitation. The Town also reserves the right to reject the Bid of any Bidder who has failed to previously perform under a contract or who is in arrears to the Town. The Town reserves the right to reject any Bid where the line item pricing is determined to be unbalanced. Such determination will be made at the sole discretion of the Town. An Unbalanced Bid price, which will be determined at the sole discretion of the Town, includes, but is not limited to, pricing that is not consistent with pricing in the industry or with market conditions and a comparison to the pricing submitted by other Bidders. An Unbalanced Bid typically occurs where the prices for one or more line items are too low a price to cover the actual cost to perform the Work (including overhead and profit) or too high a price where excessive profit will occur. The Successful Bidder must, within fourteen (14) calendar days after receiving a Notice of Award, submit a performance and payment bond ("Bond") using the attached Performance Bond forms in the amount of 100% of the Contract value. The Bond will guarantee the completion of the Work covered by the Contract Documents as well as the payment of all suppliers, Subcontractors, and the Contractor's workforce. The Bond(s) shall not contain a provision allowing the Surety(ies) to cancel the Bonds prior to the completion of the Contract, including the option to renew years. The Bond must be executed by a surety company of recognized standing, authorized to do business in the State of Florida as a surety.
