North Penn School District is soliciting proposals from architectural and/or engineering firms to create a Capital Maintenance Plan (CMP) that covers the buildings, land, mechanical systems, electrical systems, plumbing, and project proposals. The facility study is needed to develop a long-range, comprehensive CMP and to establish current facility project needs. The study shall provide an appraisal as to each facility’s ability to meet current and planned educational program needs. The firm must demonstrate knowledge, experience, technical skills, and cost efficiency in public school maintenance, repair, renovation, and construction projects. The district will evaluate proposals using its sole discretion and reserves rights regarding selection and rejection. Interested firms should submit one electronic and one hard copy of their proposal. The submission must include: Tab 1 – Brief overview of the firm. Tab 2 – Organization, staffing, and staff qualifications, including a project team organization chart with names, titles, specific responsibilities, and personnel expertise in all relevant professional service needs. Details for the primary and backup project manager and brief resumes for all personnel with major responsibilities are required, including names, titles, project assignments, years of relevant experience, and summary of pertinent experience and training. Office addresses for all personnel must be provided. Tab 3 – Services/project experience. The firm shall identify a minimum of three clients where similar scope services have been provided, including project descriptions. The facility condition assessment must include a building-by-building inspection by architects, engineers, and consultants to ascertain existing conditions. Surveys include code compliance, deferred maintenance, potential hazards, and compliance with depreciation/replacement schedules, particularly for heating and cooling systems, ADA issues, and other facility concerns.
