The Philadelphia Energy Authority ("PEA"), on behalf of the City of Philadelphia ("City"), requests proposals for electricity and renewable energy credits ("RECs") to be generated from a 1.5 MWac distributed solar photovoltaic ("PV") resource at the Northeast Philadelphia Airport ("PNE"), through a long-term power purchase agreement ("PPA" or "Contract"), with a required Placed In Service Date of November 30, 2027. The City department leading this effort is the Department of Aviation ("Department of Aviation" or "DOA"). If a firm did not respond to the previous Department of Aviation RFPs (September 2019 and March 2021), the firm is still eligible to respond to this Request For Proposals ("RFP"). RFP issuer wants operational savings on electricity usage at PNE airport buildings, compared to what it would have to pay without a renewable energy project.
