Project Overview Type: Firm Fixed-Price Construction Contract Location: Northeast corner of Castor & Delaware Avenues, Philadelphia, PA Setting: Industrial area, adjacent to government utility facilities Site History: Former Franklin Smelting & Refining Company (FSRC) and MDC Industries processed slag for roofing aggregate and abrasive grit. Operations ceased in 1999; interim remediation included grading slag pile and capping with 40-mil HDPE geocomposite liner. Environmental Impact: Fugitive dust and sediment affected nearby residential and light commercial areas. Final Record of Decision (ROD): August 2020 Goal: Eliminate future environmental risk and enable redevelopment to benefit local economy. Scope of Work Remediation of slag pile and surrounding impacted areas per ROD. Likely tasks: Removal or stabilization of slag material. Replacement or upgrade of interim cap. Site grading and drainage improvements. Environmental controls to prevent migration of contaminants. Compliance with EPA Superfund standards and health/safety regulations. Key Considerations Industrial setting but proximity to residential areas means strict dust and sediment control. Coordination with local authorities and adherence to community safety measures. Potential for redevelopment after remediation-design should support future land use. DISCLOSURE OF MAGNITUDE OF THE PROPOSED CONSTRUCTION PROJECT: $25,000,000 TO $100,000,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The major items of work to be performed include, but are not limited to, the following: a. Prepare preconstruction workplans. b. Development, approval, and implementation of Maintenance of Traffic Plan. c. Mobilization and implement Security Plan. d. Implement Environment Protection Plan e. Implement Perimeter Air Monitoring Plan. f. Conduct benchscale testing. g. Establish containment zone, decontamination zones, and set up decontaminations station(s). h. Install underground utility crossover(s) at all vehicle entrances. i. Abandon groundwater monitoring wells. j. Perform selective demolition tasks. k. Perform on-site slag relocation activities to increase available work area(s). l. Design and construct temporary stockpile areas. m. Excavate and treat the slag pile material. n. Sample treated slag batchs and analyze for TCLP metals and other Waste Characterization analytical. o. Upon waste characterization approval, load the treated slag and transport to approved Subtitle D Landfill for disposal, otherwise re-treat slag material. p. Excavate native soil. q. Conduct waste characterization analytical. r. Conduct post excavation confirmatory sampling program. s. Upon waste characterization approval, load the native soil and transport to approved Subtitle D Landfill for disposal, otherwise retreat slag material. t. Import clean material and backfill excavation. u. Install aggregate base cover material. v. Install new monitoring wells. w. Demobilization. x.
