On-Call Professional Architectural Services Allow Electronic Quote: Yes Informal Bid Flag: No The San Bernardino County Department of Public Works - Special Districts (Department), on behalf of all Board Governed County Service Areas, their Zones, Big Bear Valley Recreation and Park District and Bloomington Recreation and Park District, (collectively "District") is seeking Proposals from interested and qualified professional architectural firms for on-call professional architectural services, including geotechnical and survey related services, for various emergency, maintenance, and capital improvement projects throughout San Bernardino County (County). Typical services may include but are not limited to: 1. Preliminary design services (feasibility studies, site analysis, program development, budget planning); 2. Design services (conceptual design, schematic design development, construction documents and 3D visualization/rendering); 3. Bidding and construction administration (site visits and inspections, coordination with contractors); 4. Quality control for design services; 5. Review existing facilities and recommend improvement actions; 6. Path of travel reviews/barrier removal to meet Americans with Disabilities Act (ADA) requirements; 7. Tenant improvements; 8. Park facility (buildings) remodel or rehabilitation; 9. Water facility (pump house structure) design; and 10. Regional Park facility (buildings) advise on building code compliance issues as needed, etc. The number of on-call awards will be determined by the quality of the proposals received and evaluated per Section VIII of this Request for Proposals (RFP). It is the intent that the Board of Supervisors will enter into on-call contracts. It is important to emphasize that because the resulting contracts are for oncall services, the resulting contracts will not guarantee a minimum amount of work, or any work at all. Budget The County/District estimates a budget not to exceed $1,000,000 for each contract awarded for the period of this contract. D. Contract Term Services to be provided under this Request for Proposals (RFP) are outlined under Section V, Scope of Work. The Contract period will be for a maximum of five (5) years beginning from the effective date of the agreement E. Location of Services Location(s) where Services are to be provided, completed and managed are at various County, Special District, and Department Facilities located throughout San Bernardino County, see Exhibit C - District Location Maps. The Proposer must include in Proposal, Attachment E - Fee Proposal Sheet(s), all transportation, lodging, and per diem costs sufficient to pay its personnel and travel to the aforementioned locations. Date for Tentative Contract Award February 2026 Offers must comply with all of the terms of the RFP, and all applicable local, state, and federal laws, codes, and regulations. The County/District may reject as non-responsive any Proposal that does not comply with all of the material and substantial terms, conditions, and performance requirements of the RFP. Further, the County/District may reject a Proposal from any entity that is a parent, affiliate, or subsidiary, or that is under common ownership, control, or management with any other entity submitting a Proposal in response to this RFP. A Proposer may not qualify the Proposal nor restrict the rights of the County/District. If Proposer does so, the Proposal may be determined to be a non-responsive counter-offer and the Proposal may be rejected. The method of Contractor Selection has not been Determined at this time.
