Term Contract for Architect/Engineering Services PURPOSE: The County often needs professional architectural or engineering assistance for discrete, small projects, as defined by the Virginia Public Procurement Act, such as investigations, studies, reports, design, environmental testing, traffic studies, roofing services, indoor air quality, constructability review, and professional estimating for construction. This RFP is to solicit qualification statements for the purpose of entering into a contract through competitive negotiations for the professional services of Architectural/Engineering firms, authorized to do business in the Commonwealth of Virginia, with experience in architectural design, architectural interiors, roofing design, mechanical engineering, electrical engineering, civil engineering, geotechnical engineering, structural engineering, and environmental engineering. The aim of this RFP is to contract with two or more A/E's who will agree to be available to provide these services, as needed, in a timely manner, thereby reducing the County's cost and time for advertising, and generally to increase the County's efficiency in obtaining professional services. The purpose and intent of this RFP is to solicit proposals for Term Contracts for such professional architectural and/or professional engineering services to be provided on an 'as needed' basis pursuant to Project Orders issued during the contract term. The contract shall be renewable, at the County's option, up to four (4) additional one year periods. The term of the Contract(s), as it relates to the issuance of "Project Orders" shall be for a one year period from the date of the contract award, or until the contract is terminated in writing by either party. At the discretion of the County, the contract may be renewed, up to four additional one year periods. SCOPE OF SERVICE: The selected A/E shall furnish all expertise, labor and resources, in accordance with the requirements of the CPSM, to provide complete services necessary for Project Order's issued during the Contract Term. The County is interested in contracting with parties that include all travel time, hotel and incidentals in their pricing rather than tacking this on as an add on to the invoice. Pricing proposals should be in a lump sum, not to exceed format. The following generally summarizes the types of scope of service that the A/E may be required to perform, depending on the individual Project Orders: Types of Services (including, but not limited to): Architectural Design Interior Design Structural Design Mechanical Design Electrical or Lighting Design Utilities and Communications Design Plumbing Design Civil Engineering Design to include: Surveying Geotechnical Analysis Materials Analysis Utilities Hydrology/Hydraulic Analysis Environmental Review and Permitting Assistance with Stormwater Management Review Assistance with The MS-4 Program Maintenance of Traffic Plans Pavement Marking and Signage Specifications Land or Easement Acquisition Cost Estimation Bidding and Award Services Construction Administration Plan Review in accordance with County codes, Virginia Uniform Statewide Building Code, and the uniform Federal Accessibility Standards. Coordination with Project Stakeholders and Public Meeting Attendance Examples of various tasks that County would seek services for could include, but not be limited to the following: A. Provide evaluations, analysis, recommendations, cost and time estimates, reports, feasibility studies, preparation of schematic or preliminary designs, field inspections and investigations, and code compliance investigations for Architectural or Engineering Projects. B. Provide complete contract documents for small project designs in accordance with the procedures of the CPSM for projects assigned by the Project Order. C. Assure that the construction contract documents are in conformance with generally accepted architectural and engineering practices and comply fully with all applicable codes and regulations as applicable including, but not limited to, County Codes, State and Federal requirements. D. Provide environmental studies and permitting approvals as required by County, State and Federal laws. D. Provide technical and general bidding project specifications which reflect current requirements, standards and product availability. E. Prior to making a submittal, respond to all review comments and resolve outstanding design issues by taking appropriate action in the design of the project. F. If required, coordinate the design of private and public utility connections with local utility providers and obtain necessary approvals. The County will pay filing fees and connection charges, as required. G. Complete all forms and documents in formats required by the CPSM. Process in accordance with the County's instructions. H. Provide services for stakeholder input, public meetings or County hearings including presentations and materials for multi-media approaches. I. Provide services to assist the County in the bidding and award of the construction contract. J. Provide services for the construction phase, as required by the CPSM, for the administration of the contract. The County also reserves the right to issue Project Orders to other A/E's under Term contracts at its sole discretion, based on its evaluation of each A/E's qualifications, expertise, current workload, capabilities, performance record, location or distance to the project, and other factors as may be pertinent to the particular project. PROPOSAL PREPARATION AND SUBMISSION REQUIREMENTS: A. Proposals shall be signed by an authorized representative of the firm. By submitting a proposal, the Offeror certifies that all information provided in response to this RFP is true and accurate. Failure to provide information required by this RFP may result in rejection of the proposal. B. Proposal should be prepared simply and economically, providing a straight forward, concise description of firm's capabilities to satisfy the requirements of the RFP. Emphasis should be on completeness and clarity of content. C. One (1) signed original proposal and five (5) copies of the proposal shall be submitted to the County. Each copy of the proposal should be bound or contained in a single volume where practical. All documentation submitted with the proposal should be contained in that single volume. No other distribution of the proposal shall be made by the Offeror. One (1) electronic copy of the proposal shall be submitted in a searchable Word or PDF format on a USB drive with proposal package. Should the proposal contain proprietary information, provide one (1) redacted paper copy of the entire proposal inclusive of all attachments. All identified proprietary information should blacked out. This copy should be marked "redacted copy". One (1) redacted electronic copy in searchable Word or PDF format should also be included on the USB drive and marked as "redacted copy". November 2025: Advertisement November 2025: Preproposal conference December 2025: Proposals due December 2025 / January 2026: Evaluation Committee review of proposals and scheduling of interviews January / February 2026: Interviews March 2026: Selection and Awards Email mcpurchasing@montgomerycountyva.gov no later than 5:00 pm on November 19, 2025 to pre-register for the conference and to receive instructions for attending in person or by teleconference. If you do not pre-register by this deadline, there is no guarantee you will receive instructions prior to the meeting to attend via teleconference. While attendance at this conference will not be a prerequisite to submitting a proposal, offerors who intend to submit a proposal are encouraged to attend. Bring/have a copy of this solicitation with you during the conference. Any changes resulting from this conference will be issued in a written addendum to this solicitation. The method of Contractor Selection has not been Determined at this time.
