**As of January 21, 2026, the project was awarded to All Seasons Underground, with an awarded amount of $566,106.25** The work includes the installation of 2,580 linear feet of new 12-inch watermain, including a 675-linear foot horizontal directional drill under the River Raisin. The work is located along Russell Road, just off the northern edge of pavement, between Mill Highway and Rodgers Highway. Bids shall be on a unit price basis. Bid Security in the form of a certified check, bank check, or Bid Bond for a sum not less than five percent (5%) of the amount of the Bid will be required with each Bid. The right is reserved by the owner to accept any bid, to reject any bid, and to waive irregularities in bids. No bids may be withdrawn after the date and time for receiving bids for a period of ninety (90) days.
