**As of December 11th, 2025, this project has not yet been awarded. A timeline for the award has not yet been established.** Transformer Repair and Disposal. Questions concerning technical specifications of this RFP should be directed to: Morgan Davis Buyer I Purchasing Department City Utilities of Springfield, Missouri The work scope requirements for successful completion of this purchase order shall include but are not limited to: a) Transformer Inspection and Drying i. Transformers' cores shall be untanked and the core and coils inspected for brittle or damaged insulation. ii. Tap changers and tap leads shall be inspected for damage and proper operation. iii. If core and coils are acceptable, they shall be oven-dried until the unit measures 500 megohms at 1000 VDC at room temperature. b) Tank Repair and Painting i. All leaks and tank damage shall be repaired, or tanks replaced as necessary. ii. Replacement tanks shall be of such size and quality as to ensure proper internal clearances, cooling, and mechanical strength comparable to the original tank iii. Transformer tanks and top covers shall be thoroughly cleaned, sanded, spot-primed, and painted per painting specifications. c) Reconditioning or Recycling i. Transformers shall be reconditioned for return to service or recycled; replacement with new units is not included in this scope. ii. All units missing PCB information shall be sampled and analyzed by a certified laboratory. iii. All units with >=2 ppm PCB content shall be recycled. d) Palletizing i. Each pole or padmounted unit shall be placed on a single pallet for handling and shipment. i. Place three-phase units on runners/skids. e) Polemount Transformers i. Units with bolt-on lids shall be recycled. ii. All CSP units shall be converted to conventional two-bushing types. iii. Arresters meeting utility standards shall be installed on all units. iv. Single-bushing units shall be recycled. v. Tank heights (top to bottom) shall be within the following tolerances. Units outside these tolerances shall be recycled: a. 10 kVA -- 17 to 27 b. 25 kVA -- 19 to 29 c. 50 kVA -- 25 to 35 d. 100 kVA -- 32 to 42 e. 167 kVA -- 40 to 50 f) Padmount Transformers i. Units with >=2 ppm PCB content shall be drained and recycled as required. ii. Recycle any 1975 and older units that are the old square-body types. g) Bushings and Arresters i. All bushings and lightning arresters (if installed) shall be cleaned and/or replaced as deemed necessary. h) Gaskets i. All gaskets are to be replaced. ii. All cork or Corprene-type gasket material shall be replaced with a synthetic rubber-type gasket material. i) Oil Replacement and Labeling i. Transformer oil shall be replaced with new certified < 2 ppm PCB oil. ii. Oil shall have a minimum dielectric strength of 26 kV, tested in accordance with ASTM D877-1971. iii. Used and/or reclaimed oil is not acceptable. iv. All units must be individually labeled indicating PCB content, date tested, and laboratory certification number.
