Question Submission Deadline: November 25, 2025, 4:30pm The City is soliciting Statements of Qualifications from professional engineering firms to identify qualified firms with demonstrated expertise in one or more of the following service categories. Firms may be selected for one or multiple categories based on qualifications and experience. The resulting roster will be used to solicit and contract for work on an as-needed basis, typically for projects that are limited in scope, budget, or time sensitive. The City anticipates that this roster will be actively used for a minimum of three years. Placement (or not) on the roster is not a determination relative to any other project work for which the City may issue a solicitation. Firms that are not selected to be on the roster are welcome to participate in future solicitations. Categories of Engineering Services 1. Civil Engineering o Site design and grading o Utility layout and coordination o Permitting and regulatory compliance o Construction administration and inspection 2. Stormwater Management o Drainage system design and modeling o Green infrastructure and low-impact development (LID) o Flood mitigation and resilience planning o MS4 compliance and reporting 3. Highway and Roadway Engineering o Roadway design and rehabilitation o Pavement analysis and design o Traffic engineering and signalization o ADA compliance and pedestrian infrastructure 4. Public Water Supply and Distribution o Water system modeling and master planning o Distribution system design and upgrades o Pump station design o Regulatory and public health compliance o Funding and regulatory administration support 5. Wastewater Collection and Treatment o Sewer system evaluation and design o Inflow and infiltration studies o Treatment facility upgrades and process design o Pump station upgrades and process design o Regulatory permitting and reporting Representative Projects/Types of Work The City anticipates the need for engineering services for the following projects: o Complete street (water, sewer, stormwater, roadway) engineering design services portions of the Creek neighborhood o Site civil work for Lafayette Park maintenance and improvements o Route 1 water main replacement o Various construction administration/project representative tasks
