A timeline for construction has not yet been established.” The City of Independence is issuing a Request for Qualifications (RFQ) seeking Statements of Qualifications for professional design-build services for the Independence GO Bond FY26 Sidewalks to Schools Project. The City of Independence, hereinafter referred to as the "City," will be utilizing the Design-Build method of contracting for the delivery of this project. The proposed design, engineering and construction/repairs of the new and existing sidewalks will hereinafter be referred to as the "project." The project will be delivered over two main phases, preconstruction and construction phases. The term "responder" as used herein includes a firm or firms, partnerships, joint ventures, and others responding to this RFQ document. The term "best qualified responders" used herein refers to the responding firms that have been shortlisted based on evaluation and scoring of their submitted SOQ and will be asked to submit a technical proposal and a contracted guaranteed maximum price (GMP) proposal in response to the Request for Proposal (RFP). The term "contractor," "design builder," or "design-build team," as used here, is defined as the selected responder with whom the contract is executed. As part of the GO Bond FY26 Sidewalks to Schools Project, the City plans to include two (2) elementary schools in the project, both of which are in the Independence School District, Cassell Park Elementary School and Mill Creek Elementary School. The project locations along with the proposed sidewalk additions to be constructed are shown in the figures included as "Attachment 1." The project includes performing all design and construction activities, including, survey, geotechnical investigation (as necessary), traffic/pedestrian studies, utility relocation, environmental investigations (if necessary), preparation of preliminary, right-of-way and final design plans (including legal descriptions & exhibits needed for any ROW acquisitions), and complete construction services. The City will handle any right of way acquisitions that may be needed to construct the project with our Acquisitions staff and/or our On-Call Land Acquisition Services Providers. The selected design-build team will be asked to participate in at least two (2) public meetings with City staff to present the initial plans to the public and allow them to provide their review and comment on the preliminary plans. The dates, times, and locations for the public meetings will be determined at a later date that is mutually agreeable to both the design-build team and the City. The City also intends to keep an open line of communication with the Independence School District as the project progresses. All new sidewalks, curb ramps, and crosswalks shall be designed in accordance with current ADA Standards for Accessible Design, current Proposed Public Rights-of-Way Accessibility Guidelines (PROWAG), and the City of Independence, MO specifications as listed within the City Code and the City Design & Construction Manual. Any existing water ponding issues on the existing sidewalks located in the project limits shall be corrected through removal and replacement of these segments of sidewalk. This allocated budget should cover all tasks leading to substantial completion of the project including the design-build contract, stipend payments and all other miscellaneous project management and coordination expenses. The project is required to be substantially completed by the end of the 2026 calendar year. Therefore, every reasonable attempt made to expedite the schedule for design and construction services will be considered, and thereby highly encouraged. It is understood that all the proposed sidewalk segments shown in the attached figures may not be able to be included in order to meet the allotted budget. The selection of sidewalk segments to be included in the project shall be coordinated between the design build team and the City. The contractor and the City of Independence may discuss accelerated schedules, alternative technical concepts (ATCs) and value engineering change proposals (VECP) to expedite construction or to incorporate better concepts that meet or exceed the original concept proposed by the City. However, the submitted SOQs does not obligate the City to pay respondents for costs incurred during the RFQ step, nor does it obligate the city to enter contract on the sole basis of RFQ responses. The city preserves the right to disqualify a proposer if one or more of its key personnel belong to more than one submitter organization.
