The Village of Winnetka is accepting sealed bids for manhole inspection services of both sanitary and stormwater sewer manholes throughout the community. The Village of Winnetka is accepting sealed bids for manhole inspection services of both sanitary and stormwater sewer manholes throughout the community. The proposed contract would be for a period of thirty-six (36) months with an option to extend an additional two (2) years via single year extensions. This agreement is expected to commence on or around February 1, 2026 and terminate on or around February 2029. The Village reserves the right to reject any, and all bids, reduce the work scope due to budgetary constraints. The Village reserves the right to modify the quantities included within this contract due to business needs or budget constraints. The Village also reserves the right to award this work to multiple vendors at its sole discretion Scope of Service The Village of Winnetka is accepting sealed bids for the Village of Winnetka's sanitary and stormwater manhole inspection program. Specifically, the contractor shall perform inspections of approximately 100 manholes per year throughout the community as directed by the Village's representative. Inspections shall conform to current NASSCO-MACP standards for Level 2 inspections. The Contractor shall be responsible for providing any and all equipment necessary for such work and be responsible for any damages to sewer, equipment or other items resulting from the completion of the work. The contractor shall be responsible for locating, opening and closing each applicable manhole and providing traffic control for those purposes as necessary. The Contractor shall spend up to 20 minutes per manhole attempting to locate, uncover or otherwise open a stuck manhole. All collected data (measurements, photographs, etc.) shall be provided to the Village in the Type 2 standard form and contain all required fields as outlined by MACP and with any other data inputs required by the Village above and beyond those requirements. The requirements for data collection are set forth in Section 13 of these Specifications. All work and material not otherwise described shall be of the best quality, and should any workmanship or material be needed which are not directly or indirectly set forth in this proposal, but which are nevertheless necessary to the proper execution according to the obvious intent, the Vendor will understand same to be implied and shall provide for it in their proposal. The contractorshall become fully acquainted with the nature of the work, the areas at which work is to be accomplished, and the conditions affecting the cost and performance of the equipment necessary to complete the cleaning and custodial service in an acceptable manner in accord with these specifications. Location and Schedule of Work Work under the terms of these specifications will be conducted within the Village of Winnetka and may occur either within or outside of Village-owned or other rights-of-way. Work shall commence no earlier than March 1 or each applicable year and conclude no later than June 30 of the same with final deliverables being delivered no later than the following July 31. Failure to meet the final deadline for each applicable year may result in an administrative fee of not less than $250.00 per day util the final deliverables are delivered. Such fee shall be imposed at the Village's sole discretion. The Contractor must provide at least 48-hour notice before commencing work.
