The work consists of all labor, skill, and materials required to properly construct the Belle Fourche Hat Ranch Well House. The primary components of the project are the installation of a prefabricated well house, site piping, and associated work. The contractor must demonstrate successful completion of similar municipal utility projects. Installation of prefabricated well house, site piping, and associated work. Bids must be submitted on the forms provided and according to the bidding documents. Each bid must include a certified check, cashier's check, or bank draft for five percent of the bid amount, or a bidder's bond executed by the bidder and a surety company for ten percent of the bid amount. Bidders must comply with various federal executive orders and statutes, including workforce participation goals and fair share objectives for minority- and women-owned businesses. A valid South Dakota contractor's license for the full amount of the bid must be enclosed, and the contractor must comply with Davis-Bacon and related acts, the American Iron and Steel provision, and other specified regulations. Only bids meeting these requirements will be considered. The owner reserves the right to reject any or all bids or award the contract in their best interest. No bid may be withdrawn for thirty days after bid opening. Bidders are advised that the Workforce ParticipationGoals are 7.9% for Minority and 6.9% for female participation in each trade. The fair share objective of this project is 1.5% MBE's and 2.4% WBE's. The Work shall be substantially completed by September 11, 2026 and shall be completed and ready for final payment on or before September 25, 2026. Question Deadline 11/24/2025 All questions about the meaning or intent of the Bidding Documents are to be submitted to ENGINEER in writing. Interpretations or clarifications considered necessary by ENGINEER in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by ENGINEER as having received the Bidding Documents. Questions received less than ten (10) days prior to the date for opening of Bids may not be answered.
