Notice is hereby given that the City of Liberty Lake, Spokane County, Washington, will accept sealed bids for the Sprague Ave and Neyland Ave Stormwater Improvements Project. The work will include improvements to the stormwater system along Sprague Ave and Neyland Ave. The project includes approximately 180' of new curb, 3 new stormwater structures and approximately 200' of storm drainage piping, and other work as shown in the documents. Time for completion of the Work on site is 20 working days. Proposals are to be submitted on the forms provided within the Contract Provisions. All bids must be accompanied by a bid deposit in the form of a surety bond, postal money order, cash, cashier's check, or certified check in an amount equal to five percent (5%) of the amount of the bid proposed. Failure to furnish a bid bond in compliance with the City's bid deposit surety bond form shall make the bid non-responsive and cause the bid to be rejected. The City of Liberty Lake in accordance with Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The City of Liberty Lake reserves the right to waive any irregularities or informalities and to reject any or all bids. No bidder may withdraw his bid after the time announced for the bid opening, or before the award and execution of the contract, unless the award is delayed for a period exceeding sixty (60) days. The Work in this contract will include stormwater improvements to Sprague Ave and Neyland Ave with 280 LF of curb, 3 stormwater structures, 70 LF of 10" stormwater piping, 160 SY of asphalt patch back, and other work as shown in the documents. All work will be in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications. This Work shall consist of providing and placing one or more layers of plant-mixed hot mix asphalt (HMA) on a prepared foundation or base in accordance with these Specifications and the lines, grades, thicknesses, and typical cross-sections shown in the Plans. The manufacture of HMA may include warm mix asphalt (WMA) processes in accordance with these Specifications. WMA processes include organic additives, chemical additives, and foaming.
