The project generally consists of the furnishing of all materials, labor, and equipment for the construction of a 0.465 mile section of a hardscape pedestrian facility with some roadway improvements along a river corridor and all associated work including, but not limited to, grading, drainage, paving, and structures. Each bid shall be accompanied by a cash deposit or certified check on a bank or trust company insured by the FDIC, or a Bid Bond prepared on the form in the Bidding Documents or a Surety Company's standard form, properly executed by a corporate surety licensed in North Carolina. The amount of the bid bond must be five percent of the total bid. The bid deposit will be retained by the Owner if the successful bidder fails to execute the contract or provide required bonds within ten days of notice of award. All bids shall be in accordance with Section 102 of the 2024 Standard Specifications and awards made per Section 103. The Owner reserves the right to reject any or all bids, waive informalities, or reject non-conforming, non-responsive, or conditional bids, and may award to the lowest responsive, responsible bidder(s) considering quality, performance, and time. All addenda must be reviewed and acknowledged on the bid form. All Bidders must be prequalified by NCDOT as a Prequalified Bidder or PO Prime for their specific discipline and be appropriately licensed as a Contractor as provided in General Statutes Chapter 87. Subcontractors of all levels must also be prequalified by NCDOT for the specified work codes. Applications must demonstrate sufficient ability, experience on related projects, sufficient readily available equipment, and include a completed Safety Index Rating Form.
