The County seeks a high-quality, cost-effective residential garbage service for citizens in the unincorporated areas of the county with no interruptions to service. Mandatory services include: weekly curbside residential garbage pickup for participating residents, back door pickup for certain customers upon request, transport of residential garbage to the Decatur County Landfill, provision of a customer service representative/liaison, and providing adequate personnel, equipment, knowledge, and expertise. Vehicles used must have adequate cover, water-tight bodies, be of the packer type, and be maintained in a sanitary condition. Bidders must submit eight complete copies of their proposal and one electronic copy on a flash drive. Proposals are to include a letter of interest, a statement of understanding and approach, relevant experience (preferably with other municipalities and references), company information (business license, proof of insurance, structure, personnel), a conflict of interest statement, a work schedule, and a detailed cost proposal (breakdown of service costs, billing method). Proposals must follow a specified format and contain a title page, table of contents, and content in order as listed. The County will evaluate based on understanding, experience, scope, cost, and responsibility, and reserves the right to reject any or all proposals or request additional information as needed. Participation is open to all interested parties, and the County will select the provider that offers the best overall value and service.
