The Washington Suburban Sanitary Commission, MD (the "WSSC"), is soliciting sealed responses for General Engineering BOA. This BOA contract will provide engineering services in support of Engineering and Environmental Service Division's engineering projects and other activities as needed. Each Offeror shall meet the following minimum qualifications to be considered for the Award: The Offeror shall meet the following requirements to be considered for award: The Consultant should be in business for a minimum of five (5) years in North America, providing consulting services for water/wastewater engineering projects. The Consultant shall have a minimum of five (5) years of experience in designing water mains, sewer mains, water filtration and wastewater treatment plants and related facilities in North America. The Consultant's team shall include at least two (2) Professional Civil Engineers registered in the State of Maryland with a minimum of ten (10) years' experience in design and construction of water/wastewater projects as key staff. The Consultant shall have a professional Architects/Engineers/Surveyors, licensed in the State of Maryland, overseeing and directing all design work. The consultant's architect/engineer/surveyor must sign, stamp, and be responsible for the work. The Offeror shall submit the following documents to show proof of minimum qualifications: The Consultant shall provide a list of clients, outlining scope of services and time frame of work for a minimum of the past five years. The Contractor shall submit references for all projects listed in the Relevant Project Experiences. The Contractor shall submit the client names, addresses, contact person's telephone numbers and email addresses, a summary of each project, the total dollar amount for each project, approximate contract award and completion dates, and actual completion date. References shall also include the architect/engineer's names and the contact information. References shall be limited to customer personnel who are project owners and/or senior project managers, directly responsible for the successful execution of the project. The Contractor shall submit resumes for key personnel, including the architects/engineers/surveyors licensed in the State of Maryland. The Consultants shall be responsible for performing all engineering services necessary to ensure proper coordination among all parties involved in completing assigned tasks. They shall maintain complete and accurate records of all activities and events related to the tasks, properly document all significant changes, and provide interpretations of task-related plans, specifications, and contract provisions. Additionally, Consultants shall make recommendations to EESD for resolving disputes related to the tasks and maintain an adequate level of oversight throughout task execution. Interested firms and subcontractors must demonstrate satisfactory experience and expertise in one or more of the following service areas: Engineering Design Services - The Consultants may be required to provide a project manager and team of experts who will provide and oversee technical engineering design services at different levels (such as concept, planning, and detailed design) for civil, mechanical, electrical, geotechnical, structural, environmental, system controls, and plumbing. MBE/SLBE Goal: 35% The base term of the Contract shall be for a period of three years. All prices shall remain firm for the initial period of the contract. The Contract may be extended for an additional one two-year option, or any portion thereof, at the sole option and discretion of the Commission.
