Renovation of a laboratory facility in Ann Arbor, Michigan. Completed plans call for the renovation of a 1,466-square-foot laboratory facility.

The work of this bid category includes but is not limited to providing all labor, equipment, materials, scaffolding, hoisting and incidentals to complete the OE 131 - Metallurgy Lab Renovation in accordance with the specifications, drawings and applicable codes. All work is to be performed as shown on the plans and specified herein. A. A site visit is required and proposals will not be accepted from bidders who have not inspected the site to obtain first-hand knowledge of existing conditions. B. A pre-bid meeting will be conducted at the start of the scheduled site visit. C. Each bidder shall inspect the site and become familiar with existing conditions and limitations of the site, means of access to the site and to work areas, relationship of existing and new work, and other conditions which might affect the proper performance and completion of the work. D. No allowance will be made after RFP opening for cost estimation errors attributable to any failure to account for existing conditions and/or consider of any and all limitations on or of this scope of work. E. Successful bidder will be denied any application for extra payments for conditions which can be determined by visually examining the site. F. Bidder's representative shall report to the Owner's Representative and register his name, phone number, and name of the company, signing in as verification of his site visit. Questions must be directed to Don Harrison, Purchasing Agent at dharriso1@wccnet.edu. All communication should be directed to the Purchasing Department. Vendor should NOT contact any department directly with questions. All questions must be submitted by 12/04/2025 at 2:00 p.m. EST. All emails must reference the RFP number and title. All questions received by the deadline date will be answered and posted to the online. and Bids by 12/08/2025 at 2:00 p.m. EST. A Bid Bond is required in the amount of five percent (5%) of the total bid, minimum, and shall be enclosed with the Bid Proposal, for all base bids categories in excess of $50,000.00 Performance Bond and Payment Bond requirements are described in the General and/or Supplementary Conditions and are one hundred percent (100%) of the total bid, minimum, for all bids in excess of $50,000.00. Insurance requirements are described in the General and Supplementary Conditions. All work shall adhere to all specifications as outlined in the Contract Documents and Bid Drawings. The OE 131 Renovation is scheduled to begin May 5, 2026 with a date of final completion on or before July 10, 2026. The work of this bid category includes but is not limited to providing all labor, equipment, materials, scaffolding, hoisting and incidentals to complete the OE 131 - Metallurgy Lab Renovation in accordance with the specifications, drawings and applicable codes. All work is to be performed as shown on the plans and specified herein. THE SCOPE OF WORK IS TO INCLUDE, but is not limited to, the following items: A. Contractor to manage and coordinate with all other trades necessary to complete the work per Drawings and Specifications. B. The construction schedule for this contract will be phased based on the following timelines: Construction start 5/5/26. Project Completion will be 7/10/26. Preconstruction activities can start March 5, 2026 to start material procurement process and site investigation as required. C. All demolition work is to be performed during a 3 rd shift, approximately 10p.m. - 6:30 a.m. D. Room OE129, directly adjacent to the project site will be available for the Contractor to use for Staging, Storage and Logistics throughout the duration of the project. E. Two other contracts will occur during this project: Audio/Visual Systems and I.T. cabling. Contractor to be responsible for coordinating schedules for this work. F. Contractor to coordinate all work for proper fit, location and clearance of piping, ductwork, equipment and accessories to ensure timely completion of work. G. Any owner provided equipment will be listed in the bid documents and it is assumed that contractor will provide infrastructure per the design documents. The A/V and I.T. cabling contractors will be responsible for installation of all hardware and cabling. H. Contractor to secure and pay for all required permits, licenses, inspections, approvals, and fees for the work. This will include all applications for permits required by Ann Arbor Township and Michigan Bureau of Fire Safety. Contractor will coordinate all inspections with these entities and any others having jurisdiction over the project. I. Contractor provides its own equipment and tools necessary to complete this contract. This includes all vertical lifts, forklifts.... J. Contractor to field verifies all dimensions and verifies quantity's need for this project. K. Contractor to furnish and install all pipe identification markers, tags, schedules, nameplates to identify ducts, pipes and mechanical equipment. L. Contractor to coordinate all new support steel layout and wall penetrations required for complete installation. M. Contractor to coordinate with WCC on timing and impacts to building. Contractor to include any premium time or off shift work required to complete system shutdowns and isolations. N. Restrooms in facility will be available for use by contractor's employees. O. Room OE129 (adjacent to the construction site) will be made available for use as Contractor office, staging and storage from during the project. P. Contractor's and employees' vehicles are to be parked in designated parking lots (free of charge). Unloading areas for tools and materials will be available at the building on a temporary basis. Q. All material and equipment that will be purchased as part of the project will be the responsibility of the Contractor to be delivered to the jobsite with just in time approach. NO deliveries will be accepted at WCC Shipping and Receiving. Any costs associated with returned items will be paid by Contractor. R. Contractor to provide startup support, testing and assistance for new equipment. Contractor to include 3rd party balancing for HVAC systems as required. S. Contractor is responsible for total removal and disposal of all waste generated from construction activities. WCC expects that contractor will attempt to separate and recycle as much as possible. Contractor to provide all dumpsters for the project. Contractor to provide protection and daily cleanup of workspace and routes in and out of the work zones. T. Contractor will work directly (and hold contract if required) with JCI/Simplex for all tie-ins and communication with Life Safety Systems. Specs and drawings should clearly define the Sequence of Operations. Please contact Clifford Griffin at (248) 755-9054 for more information. U. WCC will contract directly with Siemens for Building Control Systems. Contractor will be required to coordinate timing for this scope of work. This includes assistance with project communication, submittal distribution, shop drawing distribution and scheduling the final installation directly with Siemens. Siemens contract with WCC includes all parts and labor required. Specs and drawings are attached for reference and should clearly define the Sequence of Operations. Contractor shall provide a schedule/work plan on obtaining the necessary permits, materials, and procurement of long-lead items, to begin work and complete the work as scheduled for review by the Owner within 2 weeks of award. This schedule will need to include timing requirements for A/V and IT Cabling as well. W. Contractor will schedule, set up and manage bi-weekly meetings with designers, subcontractors and WCC reps. These can be virtual. On-site mtgs will be set up as needed. X. Contractor will utilize Construction Management Software such as Procore, Plan Grid, etc. that will be implemented within 2 weeks of Award. Y. Contractor to provide barricades, fencing required and signage to maintain required safety regulations as defined by OSHA. Z. Contractor to coordinate and adhere to all state and local building codes relative to this contractor's work. This contractor is to obtain and pay for all special permits associated with the work. AA. Contractor will comply with MI-OSHA requirements for this work. This will be closely monitored. BB. Contractor and all its sub-contractors are to observe the College's non-smoking policy.
