Knox County is seeking a contractor or contractors to provide maintenance and inspection of water quality devices in accordance with Federal, State, and Local specifications. The County may also require closed-circuit television (CCTV) inspection of water quality devices and storm sewer systems. When CCTV services are required, the deliverable data must be provided in DVD or flash drive format before invoicing. All submitted data becomes the property of Knox County. Specific equipment requirements include a remote reading footage counter with defined accuracy, a television camera with minimum 750 lines of horizontal and vertical resolution, and a lateral inspection camera capable of producing a color picture. Strict documentation and media standards must be followed, including unique filenames and required on-screen text displays. Bids must be submitted in a sealed envelope showing company name, bid number, bid name, and bid opening date. Knox County strongly encourages the participation and inclusion of disadvantaged businesses, either directly or through partnership or subcontracting by other contractors. Bids will be awarded to the most responsive, responsible bidder(s) who meet specifications and present the best product or service for the County's interest. Knox County reserves rights regarding the award process, including awarding on an item-by-item basis, all or none, or by multiple awards.
