The City of Methuen's Department of Public Works, Parks and Recreation Division are seeking bids from qualified vendors for the purchase of two (2) softball dugouts, and installation. The City of Methuen through its Department of Public Works, Parks and Recreation Division is seeking bids to provide & install two (2) 10' X 32' cantilever dugouts as specified by the City. The dugouts will be installed at the Francis Morse Park 24 Burnham Rd. All questions must be submitted no later than 12:00 PM on Wednesday, November 19, 2025. An addendum of responses to questions will be emailed to all plan holders on file by the end of the day on Thursday, November 20, 2025. All questions by prospective Bidders as to the interpretation of Notice to Contractors, form of proposals, form of contract, plans and specifications must be submitted in writing through the following email Purchasing@methuen.gov . No Bid will be considered which is not accompanied by a certified or cashier's check or bid bond in the amount of five percent (5%) of the total bid, payable to the "City of Methuen". This bid deposit will become the property of the City if the successful bidder fails to execute the contract. The City of Methuen reserves the right to reject any and all bids or to waive any informality in the bidding if it is deeded to be in the best interest for the City to do so. No Bid may be withdrawn within thirty (30) days, Saturdays, Sundays, and legal holidays excluded, after the opening of bids. The bidding and award of this Contract will be under the provisions of M.G.L. Chapter 30;309M. Under the provisions of the Massachusetts General Laws, Chapter 149, Section 26 through 27G inclusive, as amended, the successful Bidder must pay their workers the minimum wage rates as established by the Commissioner of Labor and Industries. The Contractor is required to pay prevailing wages on all projects associated with this contract in accordance with the attached Prevailing Wage Statement. Site visit N/A Award of Contract Estimated, Tuesday, December 16, 2025 A Payment Bond will be required if the bid amount is over $25,000.00 in the amount of 50% of the total bid amount drawn on a responsible bank or trust company authorized to do business in the Commonwealth of Massachusetts and made payable to the City of Methuen. The amount of the bond does not guarantee a minimum amount of work. SCOPE OF SERVICE/SUPPLY: Dugout Structure Specifications Dugout Model No: LG-CD-10x32-90-24 (Provide two (2) in total) or similar. Dugout Dimensions: 10ft in width and 32ft in length. Dugout Height: Minimum of 9ft. 7in from ground to front of roof; 7ft. 6in from ground to back of roof Dugouts shall be made of a steel tubular-style frame structure. Size shall be 10" x 3" x 0.25' or similar. Steel structural columns must be primed and powder coated with customizable color (Royal Blue "Methuen Blue or equivalent in color). Steel framed structure must be designed to 130MPH Wind Speed and 50 PSF Ground Snow Load. Dugout Roof frame must made of tubular style steel or similar. Dugout roofs must be made of 29 Gauge corrugated metal, Methuen Blue or equivalent in color. Dugouts roofs must have drip cap installed on the front and sides of the structure. Installation of Dugout Structure Specifications: Installation of dugouts must be completed no later than April 3, 2026. Dugouts must be constructed without modifications to any of the existing fencing on field. The Contractor will be responsible for all damages which may arise due to the Contractor's failure to substantially complete the work within the specified time herein. If the Contractor shall neglect, fail or refuse to complete the work within the specified number of days, or any extension thereof authorized by the Owner, Contractor agrees, as a part of the consideration for the execution of this Contract by the Owner, to pay the Owner the amount specified herein, not as a penalty, but as liquidated damages for such breach of contract as hereinafter set forth, for each and every calendar day, excluding Saturdays, Sundays and legal Holidays, that the Contractor shall be in default of Substantial Completion after the date specified in the Agreement. Due to the impracticability and extreme difficulty of fixing and ascertaining the actual damages the Owner would in such event sustain, said amount is agreed to be the amount of damages which the Owner would sustain, and said amount shall be retained from time to time by the Owner from current periodic estimates. The amount of liquidated damages shall be $500.00 per day.
