Site work and new construction of a power facility in Bend, Oregon. Conceptual plans call for the construction of a power facility; and for site work for a power facility.
As of November 14, 2025, per owner, they approved the land use last December 2024 and have approved permits for construction. Where those permits are they not sure, and that’s really up to CEC when the physical construction occurs as it’ll remain valid for two years. At some point the master plan for this area will need to be reviewed and approved – that’ll be the next opportunity for public engagement. When that happens is difficult to estimate, could be in the next year or could be several years away. Conditional Use Permit (CUP) for a new substation in the UA zone. The State of Oregon owns the land. The subject property is recognized as Tax Lot 100 on Deschutes County Assessor’s Map # 181211000. The property is located outside of Bend City limits, and is bounded by the Urban Growth boundary to the north, east and south sides, and the City limits to the west. The northerly boundary also abuts Stevens Road. The property is surveyed on CS20076 as Parcel 1, recorded December 11, 2019. The subject property is recognized as Parcel 1 on CS20076, which was a Property Line Adjustment (City of Bend application PZ 19-0550) to adjust the common boundary between two properties. The parcel is 261.66 areas in total area, and is undeveloped containing dispersed sagebrush, ground cover, rock outcroppings and juniper trees. The property is planned for future development as part of the Stevens Road Tract, which is an adopted urban growth area codified in the Bend Comprehensive Plan, Growth Management chapter, policies 11-152 through 11-170. Properties to the west are annexed into the City of Bend and are future phases of the Stevens Ranch Master Planned Development, and are zoned IG to the south and RS to the north. There are overhead power lines traversing the parcel along the entire east boundary. The area on the subject property proposed for the substation facility is zoned RS on the Comprehensive Plan Map, and is situated at a low-point with higher grades to the east of the site. The area is free of significant terrain features, and contains only 3 regulated Juniper trees in the 3.3-acre area. Properties to the south are undeveloped and are outside the City of Bend UGB. Properties to the north and east are developed with low-density rural development under jurisdiction of Deschutes County, with single-family homes on large lots between 4 and 40-acres in area.
