The contractor shall provide maintenance, inspections, software upgrades, parts, and labor for Uninterruptible Power Supply (UPS) equipment and related batteries at the VA Portland Health Care System, covering both Portland and Vancouver campuses. Services include semiannual preventative maintenance and inspection of all UPS and battery equipment in accordance with manufacturer user manuals. Tasks include battery testing, runtime calibration checks, software updates, and verification of backup display modules, buzzers, status LEDs, and breaker lamps. A detailed report of all completed preventive maintenance and inspection items, including battery test results, must be submitted within 14 calendar days of completion. Corrective maintenance and repair services shall be performed per manufacturer guidelines and include parts and labor to maintain operational capability of all listed UPS and battery equipment. Repairs require prior contract modification, and a summary report must be submitted within seven days of completion. The contractor must coordinate inspection visits at least two weeks in advance, begin corrective maintenance within 24 hours of receiving parts and contract modification, and comply with VA property standards of conduct. All work will occur during regular business hours unless otherwise approved, and electronic deliverables must be provided in PDF, Word, or Excel format.
