Site work for a development in Kilgore, Texas. Completed plans call for site work for a one-story above grade development.
The City of Kilgore invites all interested, qualified persons or companies capable of providing the required services, to submit quotes on an annual contract for the maintenance of public spaces inside the Kilgore city limits. The City of Kilgore is considering the selection of a landscape company to maintain grass, gardens, shrubs, and irrigation in public areas over the next thirty (36) months. Locations, estimated size of property, and frequency of work are contained in this RFQ. The successful company will be responsible for mowing and associated landscape maintenance at various properties and rights of way within the City of Kilgore, Texas. The Contract shall be for a period of thirty (36) months beginning February 1st , 2026. 1. Mowing i. All mowing equipment shall be of rotary type mowers equipped with sharp blades as to not tear, but cleanly cut the blades of grass. All mowing equipment must be equipped with turf type tires. ii. All grassesshall be cut at a height between 2" and 4" dependent on grasstype/species and mowing height shall be uniform at each site. iii. Turf shall be cut in a professional manner as to not scalp turf or leave areas of uncut grass. Equipment must be operated at a speed to provide the optimal desired cut. iv. Clippings shall be left to disintegrate unless clippings become clumped from wetness or delayed mowing due to inclement weather, in which event Contractor shall either spread or remove the clippings. v. Contractor shall be responsible for removal of all trash and debris from areas to be mowed at the time workers are conducting their mowing and before leaving the site. Mowing over trash, litter, or debris is strictly prohibited. 2. Edging and Trimming i. All curbs, sidewalk, plant bed edges, buildings, fences, or any other structure must be mechanically edged. Herbicide edging/trimming will not be allowed. ii. Edging shall use a vertical cut approach. iii. Sidewalks must be edged on both sides. iv. Edging and trimming shall be completed the same day of mowing. v. Utmost care shall be taken during all lawn activities to avoid debris and projectiles from causing harm or destruction to persons, pets, or property. Any resulting injury or damage shall be the sole responsibility of the Contractor and shall be covered by Contractor's insurance. 3. Blowing i. Clippings, trimmings, and soil shall be swept or blown off streets, curbs, and sidewalks immediately after trimming and mowing is completed. ii. Blowing debris into roadways is strictly prohibited. (Texas Health and Safety Code: Sec. 365.012 - Illegal Dumping) 4. Pruning/Trimming i. All pruning and thinning of plants shall be done so that the natural shape and size of each plant species is retained and to provide an attractive and professional appearance. ii. Pruning of shrubs requirements will consist of a minimum of once a month. 5. Weed Control and Herbicide i. Plant beds, sidewalks, curb & gutter, and parking lots shall be maintained in a weed free condition. Weeds may be removed manually or by spot spraying with nonselective herbicide. ii. All herbicides must be approved by the Director of Public Works, or their designee. List of herbicides, application rates, and intended use shall be submitted in writing prior to application. iii. All chemical applications must be conducted by or under the supervision of trained personnel who have met all qualifications for licensing in the State of Texas and hold a valid license as well as any local regulation of ordinances. iv. Include a copy of licensure and/or proof of meeting all State of Texas requirements with your submittal. v. Herbicide edging will not be allowed. vi. Contractor shall be responsible for damage caused by improper application of chemicals and/or improper use of tools or mechanical devices. Replacement of destroyed or damaged plants or irrigation shall be the responsibility of the Contractor if caused by same. vii. Contractor shall treat for Bahia grass 2-4 times per year, as needed, in the following locations: City Cemetery, Danville Cemetery, Kilgore Memorial Gardens. Treatment in other areas shall be applied as requested at the same unit cost. 6. Fertilizing and Fire Ant Treatment i. Granular fertilizer and/or pelletized lime shall be applied to turf areas as requested in Spring and Fall each year. Fire ant treatments shall be applied upon request as well. All materials will be provided by the City of Kilgore. 7. Planting i. Plants shall be replaced twice a year and as needed. ii. Plants will be selected and provided by the City of Kilgore. 8. Mulching i. Mulch in plant beds shall be applied at a minimum two (2) inch depth in the spring. Top dressing/touch-up of the mulch will be required in the fall. 9. Irrigation Maintenance i. Contractor shall ensure irrigation is in proper working order and maintain/repair as needed. ii. Irrigation maintenance shall be performed by or under the direct supervision of a licensed irrigator. iii. Include a copy of licensure with your submittal. 10. Winter Maintenance i. As needed during the dormant season, leaves and other debris which collect in landscaped areas, drainage channels, downspouts, and culverts shall be removed and disposed of properly. 11. Waste Disposal i. Leaves, sticks and small branches originating from City property can be disposed of at the City Green Waste facility located at 2100 Longview St. ii. Litter originating from City property can be disposed of at the City Hall dumpster or other City managed dumpsters that may be present at the location being maintained. 12. Work Crew i. Each work crew shall have a designated person on the work site with the authority to respond to inquiries about work details or priorities. ii. The Contractor will assign only qualified, trained, competent, and reliable personnel to perform the services. The City shall have the right to request the immediate removal from its premises of any employee of the Contractor or Contractor's subcontractors. iii. Contractor shall wear and/or display proper warning devices (safety vest, flashers, warning signs, etc.) in order to ensure both employee and public safety for maintenance locations near traffic. iv. Contractor and their employees shall dress and remain dressed in a presentable fashion due to high public visibility of these employees. v. Contractor and their employees shall not engage in loud or boisterous behavior or use profane or abusive language and shall show proper respect for the public, which often includes small children. vi. Use of intoxicating beverages and/or drugs is strictly prohibited. vii. All Contractor vehicles under the performance of this Contract that are licensed for travel on public roads shall have the name of the Contractor neatly exhibited on each side of the vehicle. viii. Vehicles shall park in areas that do not create potential hazardous traffic situations. 13. Insufficient Work i. All sites shall be subject to inspection at any time for quality of work and confirm frequency of maintenance is upheld. ii. Contractor shall correct any deficiencies in work within 48 hours of written or verbal notification. iii. In the event the Contractor fails to correct the deficiency to the satisfaction of the City within the specified time, or such greater time as the City may permit, the City shall exercise all rights, including the right to terminate the Contract in whole or part.
