This project consists of the rehabilitation of approximately 2,020 linear feet of 8-inch and 240 linear feet of 10-inch sewer line with cured-in-place pipe liner; four point repairs; the rehabilitation of 12 manholes; the replacement of 11 manhole cones and frames and covers; the rehabilitation of approximately 960 linear feet of sewer laterals; and the installation of 28 cleanouts, reinstatement of 34 service connections, and all associated appurtenances. Separate sealed or electronic bids will be received for the project. Bids must be submitted according to the specifications and conditions. Bids may be submitted electronically via eVA, the Commonwealth of Virginia’s e-Procurement Portal, or as one paper copy in a sealed envelope sent by mail or another carrier. Bids that use a proprietary mailing envelope must place the sealed bid envelope inside the proprietary envelope. The return address area of the sealed bid envelope should contain the legal company name, name of company contact, and bidder’s mailing address. Bids must be accompanied by bid security as specified in the instructions. Each bidder must be licensed as a Class A contractor in the State of Virginia and should review the requirements in the Code of Virginia prior to bidding. Bids will be accepted until the specified date and time, after which no more bids will be accepted. It is the bidder’s responsibility to ensure the bid is received by the City through eVA or by mail at the listed address by the deadline. The award will be made to the lowest responsive and responsible bidder meeting the requirements. The City reserves the right to conduct tests, make evaluations, and has the authority to reject any or all bids, waive informalities, and delete items prior to award, as deemed in their best interest.
