SacRT is requesting bids from qualified contractors to provide On-Call HVAC Repair and Preventive Maintenance Services for HVAC units at traction power substations (TPSS) at multiple locations along SacRT's right-of-way. The scope of services includes: 1) scheduled preventive maintenance and inspection of air conditioning systems; and 2) on-call repair service for air conditioning systems. On-Call HVAC Repair Services will be for usual and recurring repair services, regardless of dollar amount, and for non-recurring repair services under $5,000, during the Contract term. Any installation, maintenance, or repairs exceeding $5,000 may be subject to a separate solicitation. Sacramento Regional Transit District (SacRT) announces that it will seek bids for the work entitled: ON-CALL REPAIR AND PREVENTIVE MAINTENANCE OF HVAC UNITS AT TRACTION POWER SUBSTATIONS Contractor license classification at the time of award must be Class C-20. Each subcontractor performing services under this Contract must perform services under Contractor's direction and control unless the subcontractor is a licensed contractor performing work within the scope of its license. This is a preventive maintenance contract financed in part with federal funds. Contractor will be required to comply with all EEO laws and regulations. This Contract is subject to the Buy America provisions set forth in 49 U.S.C. section 5323 and 49 C.F.R. Part 661 and Contractor must comply with its terms. It is the policy of the U.S. Department of Transportation that Disadvantaged Business Enterprises (DBEs), as defined in 49 C.F.R. Part 26, are encouraged to participate in the performance of contracts financed in whole or in part with federal funds. As a condition of federal grant assistance, SacRT has adopted a DBE program for SacRT's federally-funded contracts. Consequently, the DBE requirements of 49 C.F.R. Part 26 apply to this contract. No DBE goal has been established for this Contract. However, if subcontracting opportunities exist for the work required for this Contract, Bidders/Proposers must ensure that DBEs have the opportunity to participate in the performance of this Contract. Contractor must not discriminate on the basis of race, color, national origin, sex, disability or age in the award and performance of subcontracts. SacRT does not prequalify subcontractor firms. However, Prime Contractors are encouraged to review the Prospective Bidders list on Online to find interested firms for subcontracting opportunities. SacRT hereby notifies all Bidders it will affirmatively ensure that, in regard to any contract entered into pursuant to this solicitation, all contractors will be afforded full opportunity to submit a bid in response to this invitation and will not be discriminated against based on race, color, creed, sex, disability, age, or national origin in consideration for an award. If, during the term of this Contract, Contractor or any of Contractor's designated or approved subcontractors obtain re-certification from the CUCP under the IFR, SacRT may require Contractor to provide information and complete forms regarding DBE participation as to designated or approved subcontractors under this Contract for purposes of tracking DBE participation in compliance with SacRT's DBE program. SacRT reserves the right to make further adjustments to DBE requirements based on additional regulatory or legal changes during the Contract term as set out in Article 1, "FTA Grant Conditions" of the FTA Grant Contract Provisions.
