The work includes the rehabilitation of approximately 854 sanitary sewer service laterals with cured-in-place liner, replacement of 172 laterals with excavation, 13,042 linear feet of 8-inch and 12-inch mainline cured-in-place liner, 740 vertical feet of manhole rehabilitation, 27 internal sectional liners, 748 linear feet of 8-inch sanitary sewer replacement, asphalt paving and restoration work. Bidders must purchase a set of bidding documents from the Engineer and attend the mandatory pre-bid conference. A contractor's name, address, and Alabama license number (with expiration date) must be submitted with the bid. Time is of the essence for this project, which must be completed within 450 consecutive calendar days from the written notice to proceed. Liquidated damages will be assessed if this limit is exceeded. Bidders must pre-qualify with the Jefferson County Environmental Services Department for Class A Sewer Line or Cured-in-place Projects, providing written evidence of competency and financial responsibility. Pre-qualification applications will not be accepted after the published deadline. Only bids from pre-qualified contractors listed on the Plan Holders List who have attended the pre-bid conference will be accepted. Contractors must comply with state law governing general contractors, nonresident contractor registration, and other statutory requirements. Preference is given to resident contractors. The excavation portion is classified as Class A Sewer Line work. All questions concerning the bidding documents must be submitted in writing by the specified deadline for review. Questions concerning meaning or intent of Bidding Documents shall be submitted to Tad Powell, PE, Senior Associate, Hazen and Sawyer, at email tpowell@hazenandsawyer.com no later than 5:00 p.m. local time on December 05, 2025. All questions must be in writing on Bidder's company's letterhead or email. Furnish all labor, materials, equipment, and incidentals required to clean all sewer pipe as shown on the Drawings and as specified herein. B. Cleaning shall include the proper high pressure water jetting, rodding, bucketing, brushing, and flushing of sewers and manholes prior to inspection by closed-circuit television (CCTV), pipeline rehabilitation or replacement, point repairs, manhole preparation, and testing operations. C. The goal of the cleaning is to remove all debris, roots, intruding services, deposits, and other blockages to a minimum of 95 percent open area. On all sewers, Contractor shall perform sewer cleaning work to an acceptable level as necessary to perform a thorough television inspection of the sewer. However, Contractor must adequately record and code impactful operation and maintenance (O&M) defects prior to cleaning and removal. Removal of such defects via cleaning either during or after inspection shall be recorded in the comments section. An initial single-pass only jetter cleaning shall be conducted prior to CCTV to remove very loose debris, minor obstructions, etc. If the pipe condition is such that cleaning may cause a potential collapse, then the pipe shall be televised without attempting to clean it to the 95 percent condition, pending approval by Engineer.
