The Wise County Water Control and Improvement District 1 (WCID 1) is requesting Qualification Statements to provide engineering and planning services for two regional planning projects: a Regional Water Planning Study for Wise County and a Regional Wastewater Planning Study for Wise County. The selected firm or team will work with Wise County WCID 1 to conduct studies that will assess current and future water and wastewater needs and resources, develop options for sustainable planning, and support long-term growth in the county. Project 1 (Regional Water Planning Study) includes tasks such as project kick-off and background data collection, population and water demand projections for 5, 10, 20, and 50 years, water supply assessment, evaluation of water supply systems, public engagement, development of a supply plan, treatment and delivery system plan, phased capital improvement plan, utility governance, funding strategies, and project management. Project 2 (Regional Wastewater Planning Study) includes similar tasks covering background and data collection, wastewater flow projections, review of provider options, public engagement, development of wholesale collection system plan, phased capital improvement plan, governance options, funding strategies, and project management. Firms may submit for either Project 1, Project 2, or both, and must follow submission requirements: a single PDF, maximum 10 pages, with resumes as an appendix not counting toward the page limit, and without any costs or fees submitted at this stage. Qualifications will be evaluated based on firm and technical credentials, experience, and approach. All costs related to the submission are the responsibility of the respondent. All responses become property of Wise County WCID 1 and are subject to public information regulations, with confidential information clearly marked.
