Summary The City of Conroe is soliciting qualified and experienced contractors to provide all labor, equipment, materials, permits, and services necessary for the safe and compliant demolition of an existing City-owned building. The selected contractor will be responsible for conducting all required pre-demolition assessments, coordinating utility disconnections, removing hazardous materials in accordance with Texas state regulations, performing full structural demolition, hauling and disposing of debris, and restoring the site to a clean, stable condition suitable for future municipal use. This solicitation seeks proposals that demonstrate technical capability, regulatory compliance, competitive pricing, and a strong record of performance on public-sector demolition projects. Background The facility identified for demolition has been evaluated by City staff and determined to be beyond practical repair or no longer required for current municipal operations. As part of ongoing efforts to improve public safety, reduce maintenance liabilities, and prepare the property for potential repurpose, the City is proceeding with the controlled removal of the structure. In accordance with Texas Commission on Environmental Quality (TCEQ) rules, all demolitions of public buildings require a certified asbestos survey (has already been performed by the City) and compliance with state and federal environmental standards. Prior to any demolition activity, the contractor must ensure that all utilities, including water, sewer, electric, gas, and telecommunications, are properly disconnected and capped, and that all applicable notifications, including the TCEQ 10-Day Demolition Notification, are completed. Additionally, the Texas Department of Licensing and Regulation (TDLR), Texas Asbestos Health Protection Rules (25 TAC 295), and OSHA construction safety regulations will govern all related activities. All permits through the City's Building Inspections & Permits must be filed, but a fee will not be charged for City projects. The City is seeking a contractor with demonstrated expertise in municipal or institutional demolition, proven ability to manage environmental considerations, and the capacity to complete the work efficiently while minimizing disruption to surrounding public infrastructure. This project will support the City's long-term planning goals by ensuring the property is safely cleared and readied for future civic, operational, or development needs. Question Submission Deadline: November 28, 2025, 2:00pm Scope of Work or Project Details Pre-Demolition Requirements Site Inspection & Documentation Conduct a full site walkthrough with City representatives. Document existing conditions, utilities, hazards, and site access points. Provide pre-demolition photos and/or video. Asbestos and Hazardous Material Compliance Perform a Texas-licensed asbestos survey per 25 TAC 295 (if applicable). If asbestos-containing material (ACM) is identified (if applicable): Abatement shall be performed by licensed Texas personnel. Contractor shall submit all TCEQ notifications, including the 10-Day Demolition Notification (if applicable) Identify, remove, and dispose of universal wastes (bulbs, ballasts, batteries, refrigerants) per Texas rules. Permits and Notifications Obtain all required City of Conroe demolition permits. Submit TCEQ notifications per 30 TAC 296.191 (if applicable) Provide the City with copies of all permits and approval documents. Utility Disconnections Coordinate with each provider for full disconnection of: Electric Gas Water and sewer Telecommunications Provide written verification from each utility confirming proper disconnection and capping. Site Preparation Install site fencing, barricades, signage, and safety controls. Establish truck routes and staging areas as approved by the City. Deploy erosion-control measures if required by TPDES regulations. Demolition Activities Structure Demolition Perform mechanical demolition using appropriate equipment (excavators, loaders, etc.). Remove all above-grade and below-grade components, including: Walls, roofs, floors Slabs, foundations, footings (if included) Ramps, docks, porches, canopies Mechanical, electrical, and plumbing equipment Maintain dust suppression throughout operations. Environmental Controls Maintain air-quality compliance with TCEQ and NESHAP regulations. Control dust using water spray or other approved methods. Manage stormwater and prevent offsite sediment transport. Material Handling and Recycling Sort salvageable materials (metal, concrete, brick, etc.) where practical. Recycle materials in accordance with City preferences and Texas disposal regulations. Debris Removal and Disposal Haul-Off Requirements Remove all demolition debris from the site. Transport materials to a Texas-approved Type I or Type IV landfill. Contractor shall comply with all transportation laws and weight limits. Documentation Provide landfill weight tickets, manifests, and recycling receipts. Maintain documentation for asbestos or hazardous waste disposal as required by TCEQ. Site Restoration/Grading and Stabilization Backfill voids with clean, compacted material. Rough grade the site to a smooth, safe, and stable condition. Install temporary stabilization (seed/mulch) if required to prevent erosion. Final Cleanup Remove all equipment, barriers, fencing, and temporary installations. Ensure the site is free of debris, trash, concrete pieces, or sharp objects. Conduct a walkthrough and obtain City approval. Project Closeout Submit all documentation including: Final inspection verification Weight tickets and disposal manifests Asbestos abatement certifications Photographs of restored site Deliver final invoice with itemized costs per bid schedule. Address any punch-list items issued by the City. Contractor Responsibilities Comply with OSHA 29 CFR 1926. Maintain a safe and clean worksite with appropriate PPE. Ensure all workers are trained and certified for equipment used. Keep the site secured at all times. Protect adjacent streets, sidewalks, utilities, and property.
