This project will restore and modernize a concrete-lined, spring-fed swimming pond. The project must bring the facility into compliance with Connecticut Department of Public Health and Torrington Area Health District (TAHD) requirements, restore safe public swimming, and preserve the site's natural and recreational character. PROJECT BACKGROUND Emery Park was acquired by the town through a land donation from Elliot Emery Holmes, with a stone wall lined swimming pond. The pond was lined with concrete in 2004. The swimming pond is fed by an upstream spring and stream to a feeder pond. It features a zero-depth beach entry, concrete slab patio, railings, and fencing, but has deteriorated significantly. The TAHD inspection report (March 31, 2022) identified multiple deficiencies, including: 1. Failing concrete sides collapsing into the basin; 2. Debris and aquatic overgrowth on the pond bottom; 3. Overgrown and eroded beach area requiring excavation and sand replacement; 4. Deteriorated and uneven decking; 5. Gates lacking self-closing and self latching mechanisms; 6. Lack of engineering review or approval by TAHD and the Connecticut State Department of Public Health. Cover Letter summarizing interest and approach. 2. Company Profile with relevant experience on public swimming, pond, or park projects. 3. Project Team and resumes of key staff. 4. Proposed Work Plan and Schedule. 5. Cost Proposal including design fees, construction estimate, and contingency. 6. Proof of Licensure and Insurance meeting CT statutory requirements. 7. Companies may submit value-added options (additional or alternate scopes of work) that exceed the total project funding of $500,000.00 if they identify: total project cost, funding strategy and/or phasing plan, and rational for the additional investment. The Town seeks to restore the swimming area in a manner that: 1. Meets or exceeds all state and local health and safety codes; 2. Utilizes sustainable water management and treatment practices appropriate for a natural spring-fed and stream-fed system; 3. Creates a safe, attractive, and operationally manageable public swimming facility. SCOPE OF WORK The selected company will provide engineering, design, and construction services to deliver a fully compliant, safe, and functional public swimming area. Key scope items include: Phase 1 Evaluation & Design 1. Conduct site assessment of the existing basin, concrete walls, intake/outflow piping, and surrounding infrastructure. 2. Provide engineering drawings and design documents for repair or reconstruction, including: A. Structural stabilization or replacement of concrete sides; B. Redesign of beach area and grading for safety and drainage; C. Decking and surface replacement (such as swimming area, beach area, patio); D. Self-latching and self-closing gate systems; E. Aeration and circulation improvements (e.g., permanent aerator installation, capacity for removable aerator); F. Accessibility improvements (ADA-compliant entries, handrails, ramps, etc.); G. Provide value-added options, such as style of fencing (chain-link, split rail, etc.), permanently fixed aerator, use of locally sourced rocks and boulders, preparation for water feature connections (slides, spray features, etc.), and dredging of the feeder pond. Value-added options are optional with information provided in the proposal requirements section below. 3. Coordinate with TAHD and CT DPH for design review and approval before construction. 4. Obtain all required local, state, and environmental permits. Phase 2 Construction 1. Implement approved design. Provide sedimentation, erosion, and stormwater control per CT DEEP and Town of Kent Inland Wetlands standards. 2. Install new material and maintain water clarity and safety throughout construction. 3. Provide all testing, inspections, and certifications for project closeout. Phase 3 Closeout & Turnover 1. Submit final as-built drawings. 2. Provide operations and maintenance manual for pond care and seasonal aeration, as well as a recommendation timeline for maintenance, repairs, and replacements of the structure and additional items. 3. Conduct final inspection with TAHD, CT DPH, and the Town of Kent's Parks and Recreation Commission and Director. 4. Deliver training and upkeep materials to Parks and Recreation Director for operational procedures. Selection & Contract Award December 2, 2025 Design & Permitting Complete Spring 2026 Construction Start Spring 2026 Substantial Completion July 2026 October 2026 Final Completion November 30, 2026 The total project funding available is $500,000.00, inclusive of all design, permitting, construction, and contingency costs. Companies may propose design alternates or phasing strategies to maximize quality and compliance within this budget. Value-added options that go beyond the available project funds are optional with information provided in the proposal requirements section below. The Town of Kent's Parks and Recreation Commission reserves the right to evaluate such proposals as part of its long-term improvement planning for Emery Park. SELECTION CRITERIA Evaluation will be based on: 1. Demonstrated understanding of public health compliance and natural swimming systems; 2. Relevant experience and technical qualifications; 3. Quality of project approach and schedule; 4. Ability to complete within $500,000 and by November 30, 2026. 5. Companies may submit value-added options (additional or alternate scopes of work) that exceed the $500,000 if they identify: total project cost, funding strategy and/or phasing plan, and rational for the additional investment. The Town of Kent's Parks and Recreation Commission reserves the right to evaluate such proposals as part of its long-term improvement planning for Emery Park. 6. The Parks and Recreation Commission will vote in the affirmative to award the project to the bidding company. The Town of Kent reserves the right to reject any or all proposals, negotiate scope adjustments, and award based on best overall value and content provided in the bid. The project site is open for selfguided inspection during park hours. The method of Contractor Selection has not been Determined at this time.
