Site work and new construction of a water / sewer project in North Chicago, Illinois. Completed plans call for site work for a one-story above grade water / sewer project.

Provide all labor, services, and materials necessary for the construction of a 0.75 MG elevated water storage tank of the spheroid design; site improvements including: elevated storage tank; tank foundation; buried and above grade piping and valves; entrance driveway; site grading; retaining wall; structural work; electrical work; instrumentation and SCADA integration; and all other work necessary for a complete and functioning elevated water tower as shown and specified. Bids shall be accompanied by a bid bond, bank draft, cashier's check or certified check payable to the order of the City of North Chicago in an amount not less than ten percent of the bid amount, as a guaranty that the bidder will execute the contract if awarded. The successful bidder will be required to furnish Performance and Completion and Payment Bonds, each in an amount equal to 100 percent of the contract sum. A Mandatory Pre-Bid Conference must be attended by bidders/contractors in order for their bids to be received, opened, or read. The contractor shall pay prevailing wages in accordance with the Davis-Bacon Act, Local Ordinance, and the Illinois Department of Labor Prevailing Wages for Lake County or McHenry County, whichever is greater. Bidders must comply with specified affirmative efforts at least sixteen days prior to bid opening, meet requirements under the President's Executive Order No. 11246, and adhere to all regulations referenced for funding and disadvantaged business enterprise policies. The City of North Chicago reserves the right to reject any or all bids and to waive any informalities or technical irregularities in a bid. Final award of bid is contingent on receiving financing from the Public Water Supply Loan Program as administered by the Illinois Environmental Protection Agency. Award shall be made to the low, responsive, responsible bidder after required approvals are received.
