Renovation of a municipal facility in Monroe, Georgia. Completed plans call for the renovation of a municipal facility.

**As of December 22, 2025, this project has not yet been awarded. A timeline for the award has not yet been established.** The Walton County Board of Commissioners is accepting sealed proposals for Walton County Government Building Roofing system. A bid bond or certified cashier's check in the amount of five percent (5%) of the total proposal amount is to be enclosed with the proposal at the time of submittal. Both a Performance and a Payment Bond will be required in an amount equal to 100% of the Contract Price. Walton County reserves the right to reject any and all proposals and to waive any technicalities or irregularities and to award the proposal based on the highest and best interest of Walton County. The purpose of this RFP is to secure a contractor with proven experience in installing TPO roofing systems to extend the service life of the Walton County Government Building. EXISTING ROOF COMPOSITION o Minimum 22-gauge steel deck o Polyisocyanurate insulation o TPO membrane o Core cuts may be required to verify full composition of the existing system The selected contractor shall provide all labor, materials, tools, equipment, and services necessary to complete the project in accordance with the following specifications: o Existing TPO roof to remain in place. Remove and replace all wet, bridged, or damaged insulation with new InsulBase polyiso insulation (20 psi), installed flush with the existing roof per manufacturer's specifications. Provide square foot unit cost adders for insulation and plates/fasteners replacement. o Ensure roof surface is dry prior to new installation. Remove all walk-pads and debris. o Perforate existing roof every 100 sq. ft. with a minimum 3/4 " hole to prevent moisture entrapment. o Adhere Carlisle .115 Sure-Weld FleeceBack TPO white membrane directly to the existing roof using Flexible FAST Adhesive applied in 6" O.C. ribbons, or splatter pattern coverage (minimum 50% substrate coverage). o Parapet flashings and counter flashings to remain in place. o Remove existing flashings and counter-flashing metal at all curbs and penetrations. o Flash all curbs with .060 Sure-Weld reinforced TPO membrane and flash all other penetrations per manufacturer's requirements. o Install new 24-gauge Kynar-coated steel counter flashing behind existing counter flashing at parapets, and around all HVAC/curbs to terminate vertical flashings. Installations must meet manufacturer's 20-year warranty requirements. o Install Carlisle walk-pads as follows: o 3' x 10' sections at service sides of HVAC units o 3' x 3' sections at door landings and units requiring monthly maintenance o Install 4" retrofit roof drain kits. o Install new pressure-treated wood blocking under all condensate and gas lines. All sleepers and blocking must have TPO slip sheets underneath. o Report any areas of damaged EIFS to the building owner prior to work. o Contractor is responsible for all safety measures, roof access, receiving/delivery of materials, equipment, hoisting, dumpsters, daily trash removal, and final cleanup. o Responsibility for interior protection to be coordinated between contractor and building owner. o Substitutions will be allowed. It is the contractor's responsibility to provide documentation demonstrating that any proposed substitute product is comparable to the specified brand. Also, the right is reserved to waive any irregularities or informalities in any bid or in the bidding procedure. The Board of Commissioners shall be the sole judge as to which proposal is best, and, in ascertaining this, will take into consideration the business integrity, financial resources, facilities for performing the work, and experience in similar operations of the various bidders. We request that you submit a separate proposal labeled "Public View," which will be subject to any Open Records Requests. This version should exclude any confidential or proprietary information included in your original RFP submission.
