Initiating Organization: Engineering District 4-0 Agreement Type: Project Specific 100% State Funded: No Services Requested: Construction Inspection The Department of Transportation will retain an engineering firm to provide supplementary construction inspection staff of approximately 16 inspectors under the 0400 Inspector-in-Charge, for construction inspection and documentation services on the following project(s): Part 1 Location Description State Route/Section Lackawanna County 0081/230 Lackawanna County 0084/230 Part Name: ECMS 92435 I-81 Sec 230 Lackawanna Co Project Description: ECMS 92435 I-81 Sec 230 Lackawanna County - the Department will retain services to perform construction supervision, inspection and all documentation services for project duration under the direction of the District 4-0 Assistant Construction Engineer and Inspector in Charge (IIC) for ECMS 92435 SR 81 Sec 230 Pavement Replacement project in Lackawanna County involving replacing the existing deteriorated concrete pavement on 4.624 miles of I-81 and 2.398 miles of I-84/I-380 as well as on select ramps and pavement patching on approximately 2 miles of I-81 including the SR 347 interchange. Night and day shifts required. In addition to pavement replacement, the project involves preventative maintenance measures on bridges, roadway barrier upgrades, drainage upgrades, signing and pavement markings, ITS system and other miscellaneous construction, in Lackawanna County from approximately 0.2 miles north of SR 307 at NB/SB segment 1844/1845 offset 1575/0915 to approximately 0.2 miles south of Dickson City at NB/SB segment 1890/1891 offset 1907/1777. Anticipated Duration: April 2026 - August 2031. Supervisors and Transportation Construction Inspectors with NECEPT, ACI/PennDOT Concrete Certification, E&S experience including NPDES certification and interstate experience to perform the job duties. Structure TCIS & TCI Staff must have bridge construction experience, PennDOT/ACI Certification. Supervisors and Inspectors having ECMS background including knowledge and understanding for accurate completion of documentation work. Day and night work required. Anticipated Staffing: 3 - TCIS (1 TCIS Roadway Reconstruction; 1 TCIS Structures; 1-TCIS Concrete Preservation); 9-TCI (3-TCI for Structures; 4-TCI for Concrete Preservation/Roadway Reconstruction; 2 TCI Office Staff/MPT/E&S); 4-TA Anticipated NTP: March 30, 2026 Project Time: Day and Night time The goal for Disadvantaged Business Enterprise (DBE) participation in this agreement shall be 0 of the total agreement cost. Cost included in a DBE firm's price proposal as direct cost of work and services by others shall not count as DBE participation in this agreement, unless completed by a DBE firm.
