Poudre School District R-1 is requesting electronic sealed bids from professional and qualified vendors to provide resurfacing of track and turf at French Field and the redesign and construction of the long-jump and the discus areas. These services are to meet the District's needs as described in this Request for Proposals. The District reserves the right to reject any and all proposals and to waive any irregularities or informalities. The track and turf field at District Stadium - French Field have reached end of life cycle and Poudre School District (the "District") is soliciting design/installation services for this project. The intent of the project is to perform a comprehensive evaluation and redesign of the existing track and turf field encompassing surface, subgrade, and drainage improvements. The District is anticipating any design to be complete by February 15, 2026. Construction is anticipated to begin on May 27, 2026 with an anticipated completion date of August 8, 2026. Location: 1300 West Swallow Road, Fort Collins, Colorado 80526 Design Development a. Track Reconstruction i. Develop a design for full removal and replacement of the track surface, including all layers down to a structurally sound base as required ii. Design any necessary remediation or replacement of the existing base course and subgrade to address settlement, cracking, or drainage deficiencies iii. Provide laser grading or regrading details to achieve proper slope, elevation, and tolerance to support long-term track performance iv. Design improvements, repairs, or replacements to ensure consistent removal of surface and subsurface water, prevent ponding, and extend system life v. Specify a new synthetic track surface system that meets or exceeds current athletic performance standards with clear performance criteria for but not limited to resiliency, force reduction, tensile strength, and UV/weather resistance vi. Evaluate surfacing system options and recommend the most suitable product based on performance, maintenance, and budget vii. Coordinate the design of field event areas (e.g., long jump, high jump, pole vault, discus) to ensure proper integration with the new track layout and surfacing viii. Evaluate and design perimeter concrete edges, curbs, trench drains, and joint details to ensure durable connections between the track surface, field, and adjacent hardscape ix. Confirm layout dimensions and event areas meet current governing body regulations and competition standards x. Design safe transitions between the track, infield, and surrounding surfaces to reduce trip hazards and maintain clear safety zones per athletic standards xi. Incorporate fencing, gates, or signage modifications as needed to support safe and efficient use xii. Identify and coordinate with existing utilities to avoid conflicts and design any required modifications. b. Turf Replacement i. Develop design for the removal and replacement of the existing synthetic turf system, including infill, seams, and attachments ii. Specify a new synthetic turf system that meets or exceeds current athletic performance standards, ensuring durability, player safety, and ease of maintenance iii. Evaluate and select appropriate infill type and shock pad system to meet performance goals iv. Assess and design necessary base and subgrade remediation to address settlement, drainage issues, or deformation v. Provide design details for laser grading or regrading to achieve proper slope, smoothness, and tolerance for new turf installation vi. Include recommendations for base stabilization or replacement if required by existing conditions vii. Design modifications to perimeter concrete nailers, curbing, trench drains, goal post sleeves, and field accessories as required to integrate with the new turf system viii. Ensure perimeter details support proper turf anchorage, drainage, and long-term durability. ix. Review and update goal post locations, field striping layouts, and field markings to meet current athletic standards and school programming needs x. Identify and coordinate with existing utilities to avoid conflicts and design any required modifications. xi. Confirm layout dimensions and event areas meet current governing body regulations and competition standards c. Fencing Replacement i. All fencing around the immediate track to be replaced in order to be brought up to District specification ii. Location of the fence to be replaced will be within general area of existing demolished fence, in accordance with Attachment G. iii. Gates and double gates to be identified during design to accommodate equipment mobility (i.e. gators, golf carts, etc.) ci. Long Jump Area Reconfiguration i. Develop a design for full removal and replacement of long jump area ii. Develop a design for full removal of old/existing/irrelevant tennis court iii. Shift/Rotate long jump runway to the N/NE iv. Modify the fence in the south area of this section of the stadium complex to a 42-inch fence to accommodate spectator viewing v. Add a viewing platform and bleachers (i.e. concrete, etc.) to the south of the long jump runway vi. Grade and install turf along long jump runway vii. Confirm layout dimensions and event areas meet current governing body regulations and competition standards cii. Discus Area Replacement i. Design layout for cage placement, foundations, and safety net clearances ii. Sufficient area to be designed for safe spectator area iii. Specification of discus ring, cage system, protective netting, and anchorage details 1. Adjust discus to aim northeast and avoid overlap with softball fence iv. Material specifications for concrete work, surfacing, and surrounding turf or synthetic interfaces v. Drainage design showing positive runoff from the ring and cage foundation to existing systems vi. Integration with adjacent track surfacing, curbs, and field turf edge vii. Confirm layout dimensions and event areas meet current governing body regulations and competition standards viii. Coordination with PSD Athletics and Facilities for final layout approval ix. Confirm layout dimensions and event areas meet current governing body regulations and competition standards ciii. Miscellaneous Replacements i. Field goals, including soccer goals are to be demolished and replaced ii. Anchor Systems for track mats iii. Procure and install a field dividing net Track Replacement a. Demolition, Removal, and Preparation i. Remove the existing track surfacing, base, and perimeter features as indicated in the design documents ii. Remove and properly dispose of unsuitable subgrade materials as identified during construction b. Base and Subgrade Preparation i. Perform all grading, compaction, and base course installation in accordance with design specifications and laser grading tolerances ii. Install or repair subsurface drainage systems to achieve positive flow and eliminate ponding c. Track System Installation i. Install new base layers and synthetic surfacing system per manufacturer's recommendations and performance specifications ii. Ensure proper curing, line striping, marking, and surface finishing to meet athletic association requirements iii. Install or modify trench drains, curbs, and perimeter edges as detailed in the plans iv. Complete any concrete flatwork, nailers, curbs, or ancillary features required for proper integration with turf and track systems d. Field Event Areas i. Reconstruct and install field event areas (e.g., long jump, high jump, pole vault, discus) in accordance with approved layout and governing body regulations Turf Field Replacement a. Demolition, Removal, and Preparation i. Remove existing turf, infill, shock pad (if applicable), and perimeter anchoring systems for proper disposal or recycling ii. Remove unsuitable base materials as required to achieve design elevations and tolerances b. Base and Drainage Preparation i. Perform grading and compaction of base materials to specified slopes and smoothness tolerances ii. Install or modify underdrain systems, collector piping, and outlet connections as designed iii. Complete any concrete flatwork, nailers, curbs, or ancillary features required for proper integration with turf and track systems c. Turf System Installation i. Install new shock pad (if specified), synthetic turf carpet, infill materials, seams, and perimeter anchoring system in strict accordance with manufacturer instruction ii. Complete field striping, logos, and markings to District-approved layouts and current athletic regulations iii. Perform final grooming, testing (including but not limited to GMAX/HIC where applicable), and acceptance procedures with the District 7.00 Long Jump Area a. Demolition, Removal, and Preparation i. Remove abandoned tennis courts to the west of the existing tennis courts ii. Remove the existing long jump runways, pits, perimeter concrete edges, fencing, and any adjacent old/unused tennis court iii. Excavate to the required subgrade elevations, removing unsuitable soils and materials as necessary iv. Remove and properly dispose of all demolition debris and unsuitable subbase in compliance with local regulations b. Runway Realignment and Subgrade Work i. Shift and rotate the long jump runway to the north/northeast orientation as specified in the design documents ii. Install new subgrade, base, and drainage infrastructure to support the new alignment, ensuring positive drainage away from the runway and pit c. Runway and Pit Construction i. Construct a new concrete or asphalt base for the runway per design specifications, including any required nailers or trench drains along edges ii. Install new synthetic surfacing for the runway with the same performance characteristics and color as the main track surface
