The project includes the following work: Construct a new water treatment plant on the south side of West Main Street, midway between Long and West Avenues, within the western portion of the corporate limits of the Village of Waggoner in Montgomery County. A certified check or bank draft, payable to the order of Village of Waggoner, 150 W Main, Waggoner, IL 62572, negotiable U.S. Government bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total Bid shall be submitted with each Bid. This project is funded in whole or in part with grant funds from the Community Development Block Grant (CDBG) program. Attention is called to the fact that 1) not less than the Federal prevailing wages as set forth in the Contract Documents must be paid on this project; 2) The work to be performed under this contract is subject to the requirements of Section 3, 24 CFR Part 75; and 3) The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. Specifically, the Contractor shall complete and return the Intent to Comply with Section 3 Requirements with their submitted Bid. Buy America Preference Certification - The Build America, Buy America Act (BABA) requires that products purchased in connection with infrastructure projects funded by Federal financial assistance programs must be produced in the United States. Currently, the following products used in Federally funded infrastructure projects must be produced in the United States: Iron and steel; Specifically listed Construction Materials: o Metals other than iron or steel (non-ferrous metals) o Lumber o Composite building materials o Plastic and polymer-based pipe and tube (e.g., PVC pipe) Bidders must not be excluded from participating in any federal assistance program [24 CFR 85, Subpart C 85.35; 2 CFR 200.214].
