The scope of work includes planning, detailed design, permitting, and construction management services for the upsizing of approximately 3,492 linear feet of existing gravity sewer (from 8-inch and 10-inch diameter pipes to 12-inch and 16-inch pipes) along Magnolia Lane, extending from Manhole 061-4-203 to the Holmes Run Stream Interceptor (Manhole 061-4-004) to address capacity deficiencies. Services to be provided include: project management and coordination; quality assurance/quality control and health and safety planning; alternatives analysis, preliminary engineering report, and cost-benefit evaluation; detailed design using trenchless and open-cut methods; construction phasing and bypass pumping plans; preparation of design drawings and specifications; geotechnical investigations, soil and groundwater evaluations, and trench stability assessments; surveying and utility designation/verification; coordination of property acquisition and easement plats; permitting with applicable agencies; traffic control and maintenance-of-traffic plans; cost estimating, construction scheduling, and bid-phase support; construction management support including submittal review, RFI responses, inspection, startup, and record documentation; public outreach and coordination with impacted residents, property owners, and HOAs; and development of sustainable design elements. Instructions to bidders: Submit six bound paper copies and one electronic PDF copy of the Statement of Qualifications, including a Statement of Interest, GSA Standard Form 330 Parts I and II for prime and major subconsultants, and a list of references for comparable projects. The submission must not exceed thirty double-sided or sixty single-sided pages, including GSA 330 forms. Late or incomplete submissions will not be considered. Evaluation criteria include project manager’s qualifications and relevant experience, key team members’ qualifications, firms’ relevant experience, ability to respond to project needs, and past performance. Each criterion has a specified weight. Firms shortlisted for interviews will be notified, and the top-rated firm will enter negotiations for contract award. All Statements of Qualifications must be submitted by the specified deadline.
