The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst is seeking small businesses to establish multiple Blanket Purchase Agreements (BPAs) under various commodities to support Aircraft Launch and Recovery Equipment (ALRE), Common Support Equipment (CSE), and Peculiar Support Equipment (PSE) for Naval operations. BPAs will be awarded using Simplified Acquisition Procedures under FAR Part 13 and are intended as a streamlined method for acquiring supplies and services on an as-needed basis from qualified sources. Vendors will be added on a rolling basis throughout the BPA program's lifetime, and there is no minimum or maximum Government obligation. Individual call orders will be firm fixed-price and shall not exceed the Simplified Acquisition Threshold or FAR 13.500 authority for commercial products or services up to $7.5M. Payments will be processed via Government credit cards or Wide Area Workflow (WAWF) in compliance with DFARS 252.232-7006. Interested vendors must provide their Cage Code, Unique Entity Identifier (UEID), and a capabilities statement detailing primary business practices and whether they are a manufacturer or supplier/distributor. Responsibility determinations will be conducted per FAR Part 9.104, and the Non-Manufacturer Rule applies, requiring non-manufacturers to have no more than 500 employees. Vendors should also submit an approved DD Form 2345 for access to export-controlled drawings; however, BPAs can be issued without this form, though eligibility for certain drawings will be restricted. Delivery will typically be FOB Destination to Lakehurst, NJ, unless otherwise specified in individual orders. Companies must actively participate in the program by submitting bids through the Lakehurst BPA Tool to maintain their BPA status.
