The Contractor shall at all times during construction provide a secure site within the construction zone to the satisfaction of the City of Rockford and the Engineer. In complying with this provision, the Contractor shall recognize that the construction zone is used on a daily basis for business purposes. As such, it is essential that access to all businesses be maintained at all times. This work shall conform to Section 280 of the Standard Specifications. This work shall conform to all requirements of Part IV in the General NPDES Permit No. ILR10. The management practices, controls, and other provisions contained in the erosion and sediment control plan must be at least as protective as the requirements contained in the Illinois Urban Manual.
