This project involves comprehensive Design-Build services to replace the existing generator diesel fuel storage tank and associated system components at the Veterans Affairs Pacific Islands Healthcare Systems (VAPIHCS) CFA Building 110. The current 200kW emergency generator provides power to critical circuits during natural disasters or power outages, but the fuel storage tank has developed a leak in its secondary wall and the equipment is over 25 years old, requiring full replacement. The contractor will provide all design and construction services, including architect-engineer services, equipment, materials, supplies, investigations, project supervision, and construction period services. Design must comply with Veterans Affairs Design Guides, Design Criteria, and Master Specifications, as well as applicable codes such as the International Building Code (IBC), National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA), VA Plumbing Design Manual, and VA Health Directive 1061 for Legionella protection. The contractor will deliver complete construction specifications, design drawings, and engineering calculations, and furnish all labor, materials, tools, and supplies for construction in accordance with drawings and specifications, including Davis-Bacon wage requirements. The schedule includes 178 calendar days for the design phase and 180 calendar days for the construction phase, with milestones for design submittals at 35%, 65%, and 100%, VA reviews and comments, mobilization, and final acceptance.
