NOVA Parks is seeking proposals from qualified structural engineers to perform routine maintenance inspection of 18 bridges, 9 arch culverts, and 2 erosion areas located in Arlington, Fairfax, and Loudoun Counties. The project requires a complete inspection of all components, including substructure, superstructure, approach ramps, channel and slope protection, decking surfaces, rails, and fences. A detailed final report on findings and recommendations must be provided for each structure, including a description of the structural system, summary of field inspection procedures, date of inspection, photographs and sketches, estimate of remaining life, identification of critical findings requiring immediate repair, certification of structural integrity for continued use, and prioritized recommendations for repair with estimated costs. Proposals should be clear, organized, and accessible to stakeholders, including non-engineers. Written proposals must include a summary of inspection procedures and a sample checklist, the resume of the structural engineer, three client references with a summary of similar work performed, an approximate project timeline, ability to engineer or perform required repairs, and the ability to provide cost-benefit analysis for converting wood decking to concrete where appropriate. Proposers should provide three complete copies of their proposals, and two copies of supporting materials if needed.
