Renovation of a multi-residential development in Cuba, Illinois. Completed plans call for the renovation of a one-story above grade, nine-unit multi-residential development.

Sealed Bids are requested for an Asbestos Abatement Contract involving the friable removal of asbestos from nine residential trailers at a former mobile home site located at 922 East Jackson Street, Cuba, Illinois, for the City of Cuba, IL. Bids must be submitted on a lump sum basis for Base Bid No. 1 and a unit price basis for Base Bid No. 2; segregated bids will not be allowed. The project consists of friable removal of asbestos-containing materials from 9 partially demolished mobile home units. The contract will require the contractor and subcontractors to comply with non-discrimination employment practices, submit a compliance report in accordance with Executive Order No. 11246, and adhere to prevailing wage rates. The City of Cuba reserves the right to waive irregularities and to reject bids. Completion Date: December 31, 2025 The Work of this Contract is generally described as abatement of friable asbestos (ACM) (as shown on Site Plan found in the Appendix of the Project specifications) along with soil excavation and disposal where soil is found to contain asbestos above acceptable limits. The City of Cuba, by court order, retained the services of Lynch Excavating to perform the demolition of 9 mobile home units. Illinois EPA stopped the demolition because no asbestos inspection had been performed, submittal of EPA notification was late and the contractor was not an abatement Contractor. Illinois EPA provided the City of Cuba with instruction to complete the work. The instruction included retaining a IDPH licensed asbestos abatement contractor and licensed supervisor for completing the demolition work and that all demolition material is to be considered regulated ACM (RACM). Instruction also included wiping down structural steel members to be recycled as scrap, testing soils for ACM after demolition is completed, and removal of any soil above acceptable ACM limits. See Appendix for Environet's Asbestos Inspection Report and site and vicinity plans for additional information. A. Existing site utilities will be removed by City of Cuba prior to abatement work. Overhead electrical and communication wires and underground gas line to existing mobile home residence, adjacent to the east side of the work site, shall remain and not be disturbed during abatement operations. B. Work shall be limited to 7 am to 2:30 pm Monday through Thursday and to 11:00 am on Friday. C. Asbestos materials have been kept wet by the City of Cuba. The City will continue to wet down the asbestos materials during removal operations, as directed by the abatement supervisor. D. Asbestos waste shall be hauled to Tazewell County Landfill, Inc. dba Indian Creek Landfill No. 2, 24501 McMullen Road, Hopedale, Illinois 61747 (Phone # 309/449/6864. Landfill fees will be paid by the City of Cuba. Notify Landfill 10 days prior to starting work. E. All work shall conform to the most stringent requirements of all applicable Federal, State and Local agencies. F. Asbestos Abatement Contractor is responsible for performing all aspects of the work required by the Contract Documents and applying the specific means, methods, techniques, sequences and procedures of abatement that may be shown or indicated or expressly required by the Contract Documents. G. Should there be conflicting requirements in the Contract Documents, the more stringent requirement shall apply. H. Pay application shall be sent to the City's Consultant no later than the first day of each month. Pay application shall include retainage in the amount of 10%. City's Consultants will review and approve or return to Contractor for revision. Once approved the City's Consultant will submit pay application for payment to the City. City pays invoices at their council meetings held on the 2nd and 4th Tuesday of each month. The City needs the approved invoice no later than the close of business the Monday prior to the meeting. I. All change order work shall not be performed until a price is negotiated and a written change order is signed by the City's Consultant, the Asbestos Abatement Contractor and the City. J. Mobile home steel beds and frames shall be wiped down with damp rags and may be removed from site by the City or staged under 6 mil polyethylene for City to recycle as scrap. K. Disposal materials shall be loaded damp to wet and transported in lined trucks covered with tarps in route to the landfill. The landfill will provide the truck driver of each load with a Waste Shipment Record (WSR). Contractor shall provide the Owner's Consultant with a copy of all WSR, chain of custody for waste and weight tickets.
